Job Description:
We are seeking a Level 3 Business Analyst (BA) with a strong understanding of complex business rules, stakeholder needs, and technical architecture to support an Integrated Eligibility System. The BA will collaborate with subject matter experts to lead requirements gathering, perform business process analysis, and drive stakeholder engagement to ensure successful delivery of large-scale technology initiatives.
This role involves close coordination with both business and technical teams to analyze business needs, define functional requirements, recommend process improvements, and ensure solutions align with organizational goals and project objectives. Additional responsibilities may be assigned as needed.
Consultants may be eligible for telecommuting for more than 50% of their work hours, up to and including 100% remote work, subject to manager approval and program requirements. Candidates approved for fully remote work must attend monthly in-person meetings at the Albany office and be available for key milestone meetings as required.
Qualifications:
- Level III: More than seven (7) years of experience working on complex projects, including at least two (2) years in a leadership role as a Business Analyst.
- Seven (7) or more years of experience in client-focused business and requirements analysis, including:
- Conducting requirements gathering sessions
- Analyzing and documenting requirements
- Identifying, validating, and managing system requirements
- Supporting continuous integration and deployment processes
- Preparing technology recommendations based on elicited requirements
- Minimum of two (2) years of experience working within an Integrated Eligibility System program across various workstreams, including Child Support, within a Health and Human Services environment.
Preferred Qualifications:
- Seven (7) or more years of experience in eliciting, documenting, and validating business and system requirements for large-scale modernization initiatives, including legacy system analysis and complex business rule evaluation, particularly in the Human Services Child Support domain.
- Seven (7) or more years of experience in business process analysis and documentation, including development of As-Is/To-Be workflows, user stories, functional specifications, and wireframes using tools such as Blueprint or similar requirements management platforms.
- Seven (7) or more years of experience facilitating stakeholder meetings, workshops, and working groups to gather requirements, validate solutions, and support delivery of web-based, client-facing applications.
