Job Title: Cloud/DevOps Engineer

Duration: 6 Months (Tentative)

Project Overview

A Cloud/DevOps Engineer is needed to provide expertise in application architecture, platform engineering, DevOps, and system monitoring for critical statewide application subsystems. The consultant will act as a Subject Matter Expert (SME), advising technical teams on system design, architecture, troubleshooting, documentation, and modernization across on-premises and cloud environments (Azure and AWS).

The role includes mentoring internal technical teams, supporting complex enterprise initiatives, ensuring adherence to IT policies and standards, and submitting monthly status updates to the project manager.

Key Responsibilities & Deliverables

Deliverable 1: Solution Architecture, Development & Test Support

• Evaluate existing applications and develop a roadmap for architectural upgrades and enhancements.

• Assess unit tests and collaborate with QA automation teams to strengthen test coverage.

• Provide architectural input, design alternatives, and solution recommendations based on system requirements and performance expectations.

Deliverable 2: DevOps Discovery & Assessment

• Conduct a comprehensive assessment of current CI/CD pipelines, monitoring tools, security posture, and compliance practices.

• Identify bottlenecks, risks, gaps, and areas of technical debt.

• Deliver a gap analysis comparing current state to industry standards and modern DevOps best practices.

Deliverable 3: Roadmap & Strategy

• Develop a prioritized roadmap detailing short-, mid-, and long-term improvements.

• Recommend platform upgrades, refactoring strategies, and new technologies where applicable.

• Identify automation opportunities across systems and workflows.

• Propose a security and compliance enhancement plan.

Deliverable 4: Implementation of Approved Changes

• Enhance CI/CD pipelines, including automated build, test, and deployment workflows.

• Improve observability by enhancing monitoring, logging, and alerting tools.

• Implement security improvements such as secrets management, vulnerability scanning, and role-based access controls.

• For cloud-hosted applications, optimize scaling policies, cost efficiencies, and disaster recovery capabilities.

Deliverable 5: Knowledge Transfer

• Ensure all work products including reports, documentation, test outcomes, incident resolutions, and meeting notes are recorded and shared with internal teams.

• Participate in scheduled knowledge transfer sessions with the contract manager.

• Provide ongoing mentorship to build the technical capacity of internal engineering staff.

Required Skills & Qualifications

Minimum Qualifications

• 10 years of expert-level experience as a DevOps Architect and System Integrator, including implementation of commercial off-the-shelf (COTS) solutions.

• 10 years of experience as a Solution Architect for complex enterprise-scale applications.

• 5 years of experience designing infrastructure and architecture for public pension systems.

• 5 years of experience developing technical documentation and delivering training/knowledge transfer.

• 5 years supporting applications hosted in AWS and Microsoft Azure cloud environments.
