Job DescriptionThe Chief Financial Officer (CFO) is responsible for the organization’s overall financial strategy, operations, and fiscal integrity. Key responsibilities include financial planning and analysis, budgeting, cash management, cost reporting, grant oversight, revenue-cycle performance, audits, and compliance with nonprofit, healthcare, and CCBHC funding requirements. The CFO serves as a member of the executive leadership team and provides financial guidance to the CEO and Board while supporting growth, operational efficiency, and the organization’s mission to improve community behavioral health.

 

Role and Responsibilities

  • Oversee and/or directly and timely provide all required financial, statistical, and demographic reports, including, but not limited to cost report, P L, balance sheetcash flow, monthly and year to date reports, monthly and quarterly reports to funding sources, specific reports deemed necessary to the business.
  • Oversee preparation of and adherence to Annual plan and budget assuring timely submission to state, board of directors, President CEO, and executive staff as well as routine monitoring of budget throughout fiscal year to ensure compliance.
  • Develop complete financial documents including 990's, necessary information for annual audit process, and any other financial reports/documents required.
  • Manage all company investments including CD's, money market accounts, etc. and bank relationships including making recommendations to President/CEO and Board regarding such investments to improve financial stability.
  • Provide consultation and a minimum of quarterly reports to all executive staff and leadership staff around finances for their specific programs including provision of financial data and reports necessary for management decisions for their programs.
  • Develop, monitor, and make recommendations on the financial systems, data processing, payroll, billing systems to assure timely and accurate completion of the above duties including policies and procedures for all financial transactions of Comprehend.
  • Facilitate usage and updates to all computerization of financial systems.
  • Ensures timely and accurate completion of business office activities such as AP/AR/payroll/ medical billing.
  • Develop and implement a financial disaster recovery plan for Comprehend.
  • Develop a financial projection /forecast plan over the next 3 years to determine potential areas of strength and growth so that funds can be invested for maximum gain.
  • Assures that all financial systems and protocols are developed and implemented according to generally accepted standard accounting principles
  • Assure internal controls of all financial systems and funds including reports, documentation for auditors, supply records, cash collection, payroll and any other internal financial systems.
  • Serves as the financial advisor to the President/CEO and Board of Directors around Comprehend and affiliates business, business opportunities and as the fiscal agent for advisory Boards such as ASAP.
  • Other duties may be required and assigned.

Certified Community Behavioral Health Clinic (CCBHC) Responsibilities

  • Provide financial leadership and oversight for the organization’s CCBHC operations, ensuring resources support required services, staffing, access standards, and quality outcomes.
  • Oversee CCBHC budgeting, financial forecasting, cost reporting, and reimbursement activities, including the applicable Prospective Payment System and other funding arrangements.
  • Monitor CCBHC revenue, expenses, service utilization, and financial performance, identifying trends and recommending corrective action when needed.
  • Ensure accurate financial reporting and compliance with federal, state, grant, Medicaid, and CCBHC program requirements.
  • Maintain documentation and financial controls to support audits, certification reviews, grant monitoring, and regulatory examinations.
  • Collaborate with clinical, operational, compliance, and information technology leaders to ensure financial and service data are accurate, complete, and aligned.
  • Evaluate the financial impact of CCBHC staffing, care coordination, crisis services, evidence-based practices, and required service expansions.
  • Support the development, implementation, and monitoring of CCBHC grants, contracts, and sustainability plans.
  • Provide financial information and recommendations to executive leadership and the Board of Directors regarding CCBHC performance, risks, opportunities, and long-term sustainability.
  • Remain informed of changes to CCBHC regulations, reimbursement methodologies, funding opportunities, and reporting expectations.

Qualifications and Education Requirements

Must be able to successfully pass background checks and drug screen.

  • Bachelor’s degree in accounting or business administration required.
  • Master’s degree in accounting or business administration or Certified Public Accountant (CPA) credential is highly preferred. 
  • A minimum of 5 years of experience in a senior management role with experience in health care systems and medical billing required. Seven (7) years of experience in community mental health systems or nonprofits is preferred.

Supervisory Requirements

  • Will supervise Finance, IT & Maintenance staff including. 
    • AR/Billing/Clerical.
    • Accounting Assistant & AP/Payroll Specialist
    • IT
    • Maintenance
  • Will also provide supervision to other components of organization as determined by the President/CEO.

 

Physical Requirements

The physical requirements described below are representative of those necessary to perform the essential functions of this position:

  • Ability to remain in a stationary position for extended periods.
  • Ability to operate a computer and other standard office equipment.
  • Ability to communicate effectively in person, by telephone, and through electronic communication.
  • Occasional movement throughout office and clinical locations.
  • Occasional bending, reaching, and lifting or carrying materials weighing up to 20 pounds.
  • Ability to travel occasionally to organizational sites, meetings, trainings, or community events.
