State, Federal, Special Programs and Curriculum

 

An Assistant Superintendent for State, Federal, Special Programs and Curriculum is a high-level cabinet position responsible for aligning the district’s instructional framework with state and federal mandates, managing specialized programs, overseeing grant funding, and improving student achievement outcomes. This role combines instructional leadership, compliance management, and strategic planning. 

 

Key Responsibilities

  1. Curriculum and Instructional Leadership

 

  • Curriculum Development:Oversee the development, implementation, and evaluation of K-12 curriculum to ensure it meets state standards, district goals, and supports high-leverage instructional practices.
  • Instructional Improvement:Analyze student achievement data to drive instruction, implementing research-based practices to improve learning outcomes.
  • Textbook/Materials Selection:Guide the selection, evaluation, and purchase of textbooks, digital resources, and instructional materials.
  • Professional Development:Plan and implement training programs for professional staff, including administrators and teachers, on new curriculum and instructional methodologies. 
  1. State and Federal Program Compliance

 

  • Grant Management:Act as the primary administrator for state and federal grants (e.g., Title I, IDEA), including application, implementation, and compliance monitoring.
  • Regulatory Compliance:Ensure all programs comply with state education agency (TEA), federal law, and Board of Education policies.
  • Reporting:Compile and submit all required reports, records, and data (such as PEIMS in Texas) to state and federal agencies.
  • Federal Program Monitoring:Lead the preparation for audits and federal program monitoring (FPM) reviews. 
  1. Special Programs and Diverse Learners
  • Special Education (SpEd):Oversee specialized programs for students with disabilities, ensuring compliance with IDEA and individualized education programs (IEPs).
  • Targeted Programs:Manage Special Education, Multilingual/English Learner (EL), and Compensatory Education services.
  • At-Risk Support:Ensure instructional programs are designed to meet the needs of "at-risk" and diverse student populations. 
  1. Budget and Personnel Management

 

  • Budgeting:Develop, monitor, and maintain budgets for curriculum, special programs, and grants, ensuring cost-effective,, student-centered, and compliant resource allocation.
  • Staff Supervision:Evaluate performance of department directors, curriculum coordinators, and staff, making recommendations for employment, training, or dismissal. 
  1. Strategic Leadership and Community Relations

 

  • Strategic Planning:Lead district-level decision-making to establish and review goals, including the development of the District Improvement Plan.
  • Communication:Act as a liaison between the district, the community, and the State Education Department regarding instructional programs. 

 

Qualifications

  • Education:Master’s degree in Educational Leadership, Curriculum and Instruction, or a related field.
  • Certification:Valid Texas Administrator Certificate (e.g., School District Administrator, Superintendent endorsement).
  • Experience:Minimum of 5 years of successful administrative experience, including experience at the campus (principal) and/or central office level.
  • Knowledge:In-depth knowledge of federal/state regulations (ESSA, IDEA), curriculum design, data analysis, and budgetary processes.
