Location: Based in Visalia, CA. All candidates for this position must be able to report in-person to the Visalia Community Water Center office. Will be required to travel to the Bakersfield office.
Organization Description: Community Water Center Action Fund is a 501(c)(4) non-profit organization formed to ensure that all communities have access to safe, clean, and affordable drinking water through organizing, advocacy, and political engagement. CWCAF’s team is passionate, dynamic, and believes in the cause of water justice and making real change driven directly by impacted communities. Our organizing and advocacy work, community collaborations, and organizational culture all reflect a concern for equity, mutual respect, appreciation for diversity, and environmental and social justice.
CWCAF is a sister organization to the Community Water Center (CWC). Certain activities listed below are carried out through an agreement authorizing the sharing of staff time between CWC and CWCAF.
Position Description
The Deputy Field Director will play a key role in empowering historically underserved communities who lack access to clean drinking water in the San Joaquin Valley of California. This position will focus on supporting campaign implementation and supporting team management.
The Deputy Field Director is responsible for planning, executing and scaling voter registration campaigns across two designated counties (Bakersfield and Tulare). This role oversees daily field operations, manages canvassing staff, and ensures program goals are met through effective outreach strategies, data tracking and compliance with voter regulations through campaign execution. This position reports directly to the Field Director.
Ideal Candidate
- Experienced in managing campaigns and voter engagement environments. This can include but is not limited to; canvassing, phonebanking, attending local board meetings, community outreach, or attending candidate forums.
- A drive to learn and use data to shape training and messaging.
- Innovative in how they approach their work.
- Has experience with Get Out to Vote and supporting voters with transportation or translation.
Major Responsibilities
- Campaign implementation:
- Assist with the development and execution of field plans to lead voter registration across Tulare and Kern counties. (e.g. tabling, door knocking)
- Serve as supervisor for the Visalia and/or Bakersfield offices when the Field Director is unable.
- Provide oversight of the execution of campaign strategies to ensure goal attainment (e.g. new voter registration)
- Define target populations and assign outreach areas accordingly
- Monitor field metrics and adjust tactics to improve performance
- Ensure campaign activities align with timelines, grant requirements and organizational priorities.
- Field Operations:
- Manage daily field operations, include shift scheduling and coverage
- Oversee distribution and tracking of materials (registration forms, etc)
- Conduct regular field visits to ensure quality control and productivity
- Troubleshoot operational issues in real time to maintain field efforts
- Oversee logistical coordination for field teams, including supplies, materials and readiness.
- Coalition building:
- Support collaboration with other organizations doing c4 work
- Represent the organization within MOVE the Valley and in coalition spaces, meetings and community events
- Admin support:
- Review and approval of timesheets and mileage logs to ensure accuracy,
- Support training of new hires, on field protocols, scripts and reporting
- Data support: Ensure data is inputted accurately daily; Identify patterns, trends and provide feedback. Conduct data analysis to ensure goals are meeting targets.
- Messaging Development & Opposition Research:
- Conduct research on key voter issues (e.g economy, foreign affairs) and develop candidate profiles to assess positions and track records; apply findings to messaging development, canvassing scripts and opposition research in coordination with the Field Director.
- Support in the planning of ballot parties for Fall 2026:
- Partner with the Field Director and other members to plan or identify ballot party events in Tulare County in mid fall.
- Work with the communications team to increase social media visibility.
- Flexibility in schedule for regional travel; including attendance at evening and weekend events; and participation in community-based activities.
General Duties
- Foster an environment that promotes trust and cooperation amongst CWCAF staff, community members, and affiliate organizations.
- Attend and actively participate in staff, management, planning, and program meetings.
- Actively participate in program strategy, including phone banking, canvassing campaign plan development, and staff meetings.
- Other duties as assigned by the Executive Director, your Supervisor, and other Directors.

Required Qualifications
- Bilingual fluency in English and Spanish
- Supervision experience: 1 years of managing a team of canvassers/phone bankers or a group of people.
- 1 years of experience in community organizing, voter engagement, or political campaigns, with a demonstrated interest in integrated voter engagement and direct campaigning strategies.
- Excellent interpersonal and communication skills to engage with community members
- Flexibility to adapt to changing campaign priorities and work in a fast-paced environment.
- Self-directed: proven experience of project ownership and being able to take initiative.
- Results-orientated: experience working on electoral campaigns and meeting goals.
- Collaboration: Proven ability to work in a collaborative, fast-paced office environment and meet deadlines.
- Strong project management skills to oversee campaigns, delegate appropriately, meet deadlines and ensure high quality work.
- Ability to accept and provide critical feedback – the ideal candidate would value accountability across the organization.
- Valid CA drivers license and the ability to drive on highways.
Preferred Qualifications
- Knowledge of political organizing tools such as PDI.
- Strong organizational skills with attention to detail for data management, reporting, and campaign logistics.
- Knowledge of region-specific groundwater issues, environmental justice issues, or grassroots power building efforts
- Familiarity with Tulare and/or Kern County's demographics and political landscape.
- Proficiency in data management systems, digital organizing tools, and basic computer skills.
- Bachelor's degree in a related field or equivalent experience.
- Event planning and coordination of Get Out to Vote Efforts.
- Fluency in languages spoken within the target communities, such as Tagalog, Punjabi, Hmong, Portuguese, Mixteco, Triqui, and Zapoteco, are highly desirable.
Physical and Travel Requirements:
This position requires extended periods of sitting, standing, lifting/pushing/pulling up to 25lbs and driving throughout the region - from Tulare County to Bakersfield County.
