Job Summary |
Assist in the development and monitoring of the department’s budget. Responsible for day to day operations of all financial transactions, including generation of requests for payments, adjusting journal entries and review of general ledger. Assist with organization and alignment of contracts and Memorandum of Understanding (MOUs) with grants and applicable purchasing laws and standards. Assist in the review of invoices relative to bids and contracted rates. |
| Duties and Responsibilities |
Provide direct supervision, training, and performance evaluation for assigned Fiscal Services staff. | |
Assist with the review and approval of financial transactions, reconciliations, and documentation prepared by Fiscal Services staff. | |
Lead the development, monitoring, and reporting of agency budgets. | |
Prepare routine financial reports and summaries for internal review. | |
Ensure fiscal processes comply with federal, state, and local regulations, grant requirements, and organizational policies. | |
Assist with audits by preparing documentation and responding to auditor requests. | |
Maintain and monitor internal control procedures to safeguard agency assets. | |
Review contracts, agreements, amendments, and audits for completeness, fiscal accuracy, and adherence to agency policies and funding requirements. | |
Monitor contract deliverables, payment terms, and reporting deadlines to ensure compliance with contractual and regulatory requirements. | |
Coordinate with program leadership and the Fiscal Director regarding contract-related financial issues, renewals, amendments, and audits. |

Education / Work Experience |
A Bachelor’s degree and at least two years of progressively responsible experience in financial operations. Experience in public finance and grant accounting is preferable. |
Special Requirements / Knowledge, Skills & Abilities |
Skilled in the use of standard software applications including Excel and Word. Working knowledge of Oracle and Access preferred. Must be familiar with basic accounting functions. Must possess a valid Texas Driver’s License, with a good driving record, and pass an extensive background check. |
Physical / Environmental Requirements |
Requires one or more of the following: prolonged sitting; standing; walking; and ascending and descending of stairs, both inside and outside; and the ability to lift files, boxes, and other materials up to 15 lbs., unassisted. |
Salary : $78,950 - $85,439
