Qualifications:
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Communication and outreach principles, methods, practices, and techniques sufficient to apply analytical and evaluative methods and techniques to develop and execute operational, logistical and event plans and information.
- Management methods and techniques sufficient to develop and apply new approaches to difficult and complex community relations problems.
- Navigate intergovernmental relations, community engagement and communicate verbally and effectively in writing.
- Government contracting and procurement skills.

Responsibilities:
You will serve as a Public Affairs Specialist (COGAP Manager) and as a member of the COMREL team and is responsible for the operational, logistics, public outreach and event coordination for various CG-0923 programs, events, and activities.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Serving as event planner, coordinator, and advisor for various high-level events, including planning of administrative, logistical, operational support and coordination, travel and lodging assistance for events.
- Developing and executing comprehensive public outreach activities and community relations campaigns.
- Serving as the program manager for the Coast Guard Art Program (COGAP) and partnering sponsor to accept new works of art annually.
- Serving as the Contracting Officer Representative (COR) and Government Technical Lead for all CG-0923 labor contracts, annual art handling contract, art framing and imaging contract, and CG JROTC instruction contracts, etc.
- Working with stakeholders to organize art exhibits featuring Coast Guard art and their artists and maintaining database tracking art and their locations.
