Job summary

In collaboration with the Chief Executive Officer, the Chief Financial Officer will take a leadership role for both the current status and future projections of all regional funding and expenses, participate in and contribute to the finance related groups at the state level, lead the budget process for the CMHPSM region and produce all reports necessary for CMHPSM Board financial decision-making.  The Chief Financial Officer acts as the lead financial officer and provides leadership to the CMHPSM finance department to ensure all financial and reporting obligations are met and conducted according to contract definitions and general accounting principles. The Chief Financial Officer ensures the accuracy, integrity, efficiency and effectiveness of the CMHPSM financial systems. This position may be assigned to represent the CEO or the CMHPSM at state or regional workgroups which may require travel.  Due to the nature of the financial work required of the CMHPSM and its lean administrative staff, the Chief Financial Officer position is a “working” position in addition to the oversite provided to the finance department.

 

Essential Duties and Responsibilities

  • Plans, develops, organizes, implements, directs, and evaluates the organization’s fiscal function and
  • performance.
  • Directs the development and implementation of CMHPSM fiscal policies, procedures, and practices and ensures that they comply with generally accepted accounting principles, Michigan Department of Health and Human Services (MDHHS), Medicaid and other relevant Federal, State, and local requirements.
  • Provides strategic financial input and leadership on decision making issues.
  • Evaluates and advises on the impact of long-range planning, introduction of new programs/strategies, and regulatory action.
  • Develops credibility for the finance group by providing timely and accurate analysis of budgets, financial reports, and financial trends in order to assist the Board, the Chief Executive Officer, and senior leadership in performing their responsibilities.
  • Prepares executive analyses and recommendations on essential contract and fiscal issues/problems.
  • Develops and oversees implementation of mechanisms for fiscal planning, including revenue determinations, cost determinations and cost containment for agency programs and contractors.
  • Delivers continual improvement of the budgeting process through education of department directors.
  • Optimizes the handling of bank and deposit relationships and initiates appropriate strategies to enhance cash position.
  • Develops a reliable cash flow projection process and reporting mechanism.
  • Provides financial perspective on any contracts into which the organization may enter.
  • Leads and facilitates Regional Finance Committee meetings and effectively communicates and disseminates information to and from these meetings with other CMHPSM committees and CMHPSM staff.
  • Develops and implements a system of internal controls, including internal audits to monitor financial status to assure fiscal viability.
  • Prepares and distributes timely and accurate annual budgets, financial reports, presentations and analyses, as requested.
  • Supervises preparation and maintenance of records and documentation of all PIHP contract and financial transactions necessary to the completion of required financial and compliance audits.
  • Ensures timely funding of the CMHSPs based on State funding timelines and CMHPSM/CMHSP agreements.
  • Performs other related functions as assigned.

 

Education and Experience Requirements

  • Master’s Degree in Business Administration, Finance, Accounting or a related field.
  • Minimum of four years of accounting experience in health care, public sector, non-profit or a related industry; experience in Michigan Managed Care Medicaid preferred.
  • Demonstrated knowledge of public sector finance guidelines and Federal, State, and local regulations governing areas of responsibility.

 

Licenses and Certifications

  • Certified Public Accountant preferred.

  • Working knowledge of Microsoft programs including: Word, Excel, Outlook, and PowerPoint applications.

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.


Special Position Requirements

This position requires possession of a valid Michigan driver’s license or method of transportation to travel within the CMHPSM region and to meetings outside of the region when requested.
