Primary Function

The Medical Director serves as a key clinical leader responsible for the oversight, administration, and operational management of clinical services at the Community Health Center of Buffalo, Inc. Reporting directly to the Chief Medical Officer, this position bridges the gap between executive strategy and day-to-day clinical care. This is a leadership role that allows for flexibility regarding clinical practice: While the primary focus is administrative and operational leadership, the Medical Director may see patients depending on organizational needs.

Duties And Responsibilities

  • Operational Management: Oversees day-to-day clinical operations, ensuring workflows are efficient and patient-centered.
  • Strategy Implementation: Partners with the CMO to operationalize strategic goals. Translates high-level organizational objectives into actionable clinical protocols and procedures.
  • Policy Development: Assists in the drafting and implementation of clinical policies and procedures; ensures these policies are understood and consistently followed by the clinical team.
  • Workflow Optimization: Investigates and recommends changes to clinical workflows, technologies, and techniques to support standardized care and improve provider efficiency.
  • Resource Management: Collaborates with management to maximize the use of staffing, supplies, and equipment while maintaining high-quality patient care.
  • QI/QA Execution: Champions the clinical quality assurance program at the provider level. Leads specific Quality Improvement (QI) initiatives as assigned by the CMO.
  • Regulatory Adherence: Ensures site-level compliance with regulatory agencies (e.g., HRSA, DOH) and accrediting bodies. Assists the CMO in preparing for site visits and audits.
  • Patient Safety: Functions as a primary advocate for patient safety; reviews incident reports and leads root-cause analysis for clinical issues.
  • Outcomes Monitoring: Uses data to evaluate clinical outcomes and works directly with providers to improve performance metrics (e.g., HEDIS measures).
  • Supervision: Assists the CMO with supervision of Physicians, NP’s & PA’s, conducting chart reviews and completing performance evaluations.
  • Recruitment & Onboarding: Participates in the interviewing and hiring process for new clinical staff. leads the clinical orientation and onboarding process for new providers.
  • Mentorship: Provides coaching and professional development support to clinical staff. Addresses behavioral or performance issues in collaboration with the CMO and HR.
  • Scheduling: Assists in the analysis of staffing patterns to ensure adequate coverage and optimum effectiveness.
  • Representation: Represents CHCB on internal committees as assigned.
  • Collaboration: Interacts with nursing and ancillary leadership to foster a collaborative, team-based care environment.
  • Partnerships: May assist the CMO and CEO in managing relationships with external partners, referral networks, and clinical training programs
  • Requires regular attendance. Attends meetings as required.
  • Performs other relevant duties as assigned or requested.

Physical Demands: Requires periods of sitting, standing, participating in meetings, and working at a computer. Job requires the ability to travel between CHCB sites. Moderate job stress associated with personnel management and operational decision-making.

Salary Status: Exempt, Salaried

Minimum Qualifications

M.D. or D.O. license to practice in the State of New York (current and valid) or eligible to apply for the U.S. residency program. American Board Certification in a medical specialty (Family Medicine, Internal Medicine, or Pediatrics preferred). Note: licensure is required to maintain credibility with medical staff and oversight of regulatory requirements, regardless of whether the incumbent carries a patient panel.

Minimum of three (3) to five (5) years of professional clinical experience. Prior experience in a leadership role (e.g., Lead Physician, Site Medical Director) or significant committee involvement is preferred. Experience working in a community health setting or FQHC is highly desirable.

Strong knowledge of clinical workflows, quality standards, and electronic health records (EHR). Ability to interpret clinical data and financials to make sound operational decisions. Proficiency in Microsoft Word, Excel, and Outlook. Excellent interpersonal skills and the ability to mentor peers.

Preferred Qualifications

Master’s degree in Business Administration (MBA), Public Health (MPH), or Health Administration (MHA). Previous experience with HRSA requirements and FQHC operations. Experience with eClinical Works (eCW) or EHRs.

Compensation: $240k
