What are the responsibilities and job description for the Manager of Clinical Operations position at Community Health and Counseling Services?
Locations: Bangor, Maine and Lincoln, Maine
Programs: Home Health and Hospice
Employment Type: Full time/Salaried
Community Health and Counseling Services (CHCS) has been a cornerstone of person-centered care in Maine for decades, offering an integrated continuum of behavioral health, home health, and hospice services to individuals and families across the state. We believe that access to compassionate, high-quality care should never be determined by zip code or circumstance — and we show up every day to make that belief a reality. At CHCS, our work is more than a job: it is a commitment to strengthening communities, supporting the most vulnerable among us, and building a healthier Maine for everyone.
CHCS is looking for two exceptional clinical leaders (one for our Bangor office and one in our Lincoln office) to step into one of the most impactful roles within our organization. As Manager of Clinical Operations (MCO) you will oversee a multidisciplinary team of nurses, home health aides, social workers, spiritual advisors, and other administrative staff. As MCO you will serve as an integral member of CHCS’s clinical leadership team, contributing your perspective and expertise to organization-wide planning and decision-making.
Key Responsibilities:
● Oversee daily clinical operations of Home Health and Hospice programs in full alignment with CHCS policies, licensing standards, and evidence-based best practices
● Develop, implement, and continuously improve clinical workflows, policies, and procedures to drive both efficiency and quality of care
● Monitor key performance indicators and program metrics, using data as a lens to identify trends, gaps, and meaningful opportunities for improvement
● Ensure programs consistently meet productivity, access, and quality benchmarks established by organizational leadership and funding sources
● Manage program budgets with accountability and transparency, monitoring expenditures and collaborating with finance on strategic resource planning
● Collaborate with other department leaders to support smooth, integrated daily operations
Develop and Support Your Team
● Directly supervise, mentor, and coach clinical teams, and admin staff to help each person reach their full potential
● Lead hiring, onboarding, and orientation and just-in-time training for new clinical staff
● Foster a positive, workplace culture where staff feel valued, supported, and empowered
● Address personnel concerns constructively, with compassion and in alignment with HR policy and organizational values
Drive Quality and Compliance
● Participate in quality improvement initiatives including clinical chart audits, outcomes tracking, and structured process improvement projects
● Ensure full compliance with applicable agency policies, state and federal home health and hospice regulations, and Maine Care/Medicare requirements
● Prepare for, coordinate, and actively participate in regulatory audits and regulatory surveys.
● Champion accurate, complete, and timely clinical documentation practices within the organization's electronic health record (EHR) system
