Summary

The Youth Opportunities Supervisor (YOS) is a leader on the Office of Children, Youth and Families Transition Age Youth team. The program area of Transition Age Youth encompasses services provided by the Department of Human Services (DHS) to ensure that young adults (generally ages 14-23) will successfully transition to adulthood. The Youth Opportunities Supervisor is responsible for overseeing youth programs, including Asset Matching Program (AMP), Systems Improvement Through Youth (SITY), Speakers Bureau. The YOS will organize youth events and other relevant opportunities that arise. Additionally, the YOS will be responsible for leading staff who assist with reunification efforts and placement stabilization.

The Youth Opportunities Supervisor will work collaboratively with DHS leadership, support offices, and Transition Age Youth staff internally and externally. Incumbent will have regular supervision with the Transition Age Youth Manager. Local and long-distance travel as required.

Essential Duties And Responsibilities

  • Lead and oversees programs and opportunities for Transition Age Youth served by DHS, specifically Asset Matching Program (AMP), Systems Improvement Through Youth (SITY), Speakers Bureau, and other special projects that arise:
  • Maps out logic for how programs benefit young adults, including clear benchmarks and goals to measure success.
  • Delivers program services directly to youth participants and coordinates with partners to assist with providing program services.
  • Maintains marketing strategy and partnerships to recruit youth participants.
  • Provides DHS Leadership with reports on youth program participation and outcomes.
  • Sets strategic program goals at regular intervals and executes plans to achieve those goals
  • Enthusiastically prioritizes youth voice and authentic youth partnership in system improvement and decision making
  • Makes recommendations for program innovation
  • Prepare reports for funders as requested
  • Serves as an advisor to internal and external provider TAY staff, providing financial literacy and other advice to staff such as those with lived system experience, frontline staff regularly engaging with youth, and other staff as needed
  • Manages special project requests from the Transition Age Youth team and other DHS Administrators as needed
  • Represents DHS in local, state and national forums pertaining to youth and young adults

Supervisory Responsibilities

This job has supervisory responsibility over the Youth Engagement and Learning Specialist and Family Engagement and Support Specialist. Incumbents within these roles are expected to exercise initiative and independent judgment under the supervision and direction of the Youth Opportunities Supervisor.

  • Provides deliverable job priorities and reviews work produced for quality and efficiency.
  • Verifies staff time and attendance for accuracy and approves staff time, schedules (vacation, sick, personal and compensatory time) and travel requests.
  • Prepares, completes and signs staff performance evaluations
  • Meets regularly for supervision

Additional Responsibilities

Education/Experience Requirements

Bachelor’s degree in a related field, plus 2 years of professional experience in a human services or related field working with young adults.

Any equivalent combination of education and experience that meets the required knowledge, skills and abilities.

Certificates, Licenses, Registrations

Act 33, 34 and FBI clearances.

  • AND

Valid driver's license and access to a reliable vehicle are required.

This position will be formally employed by Community Family Advocates. In this capacity, the individual will report directly to Allegheny County Department of Human Services and will carry out day-to-day responsibilities under the direction, supervision, and operational guidelines of the Allegheny County Department of Human Services. While Community Family Advocates will serve as the official employer for administrative and human resources purposes, the role will function as an integrated part of Allegheny County’s team.
