Community Energy Project (CEP) provides free home services focused on safety, health, and energy efficiency. We provide free community education and supplies, as well as direct home energy upgrades and repairs. All our services are made possible by partnerships with community members and service organizations, utilities, corporations, foundations, and government agencies.


Role Description

Community Energy Project is seeking someone passionate about creating and fostering partnerships with community-based organizations and agencies to ensure our new home retrofit program reaches and is accessible to a broad and diverse audience of homeowners in Portland. The Outreach Navigator has the opportunity to adapt and deliver our culturally-specific outreach plan, playing a vital role in connecting underserved, frontline community members with free and low-cost home energy upgrades. 


This is a great position for organized candidates who love partnership development, community education and engagement, working in the field, and getting people excited about resources and opportunities to make their home safer, healthier, and more efficient.


This position is not expected to be a technical expert, but they should be ready and excited to develop a strong understanding of building energy efficiency improvements and the home renovation process so they can answer questions and speak confidently about the program. This role will also be trained as a Client Navigator as back up support staff to our Client Navigator team, which provides one-on-one support for clients throughout the home retrofit process. However, their main goal will be to act as a partnership liaison and an entry point for individuals to learn and understand what the program is and how they can get involved.


CEP currently operates hybrid with an in-person office based in Portland and ability to work remotely, as schedule allows. This role can expect to be in the community on a weekly basis - regularly tabling at outreach events, hosting enrollment events, and attending in-person meetings throughout the City of Portland. 


ESSENTIAL RESPONSIBILITIES 

  1. Community Outreach and Engagement
  2. Coordinate the delivery and ongoing updates and modifications of program's culturally specific outreach plan and corresponding materials.
  3. Manage outreach material needs, including drafting copy, material review, and collaboration with Central Administrator for updates and printing of materials.
  4. Conduct program outreach, such as relationship building with community partners and tabling at community events.
  5. Oversee program translation and interpretation services, including phone calls, in-person meetings, and written/printed materials.


  1. Culturally Specific Partnership and Client Education
  2. Assist partners and clients in understanding program details, eligibility, and enrollment process during in-person and virtual meetings or events.
  3. Coordinate the scheduling and delivery of enrollment events for the public, as well as privately scheduled events for partner agencies and their communities.
  4. Provide guidance on program processes, as needed, to ensure cultural awareness and competency.


  1. Data Management & Organization
  2. Oversee detailed data entry to track partnership development and outreach events.
  3. Support team with client data collection, including private and sensitive information, during enrollment events, intake, and income verification (with support from our Intake Specialist team).
  4. Use platforms including but not limited to Salesforce, Monday.com, Google Suite, Microsoft Suite.
  5. Data analysis and reporting, including contracted quarterly reports.


QUALIFICATIONS and REQUIREMENTS

  1. Bilingual/Bicultural in Spanish, Chinese (Cantonese or Mandarin), or Vietnamese desired.
  2. A valid driver’s license and regular access to a vehicle required.
  3. Must be able to work a flexible schedule including some evenings and weekends (with advance warning).
  4. 4 years experience in outreach, community education, program development, and/or partnership building or a Bachelor’s Degree in related field
  5. Excellent interpersonal skills—able to communicate effectively virtually and in-person with diverse individuals and groups of people in a variety of manners.
  6. Interest and excitement for regularly working in the field between outreach events, enrollment events, and client coordination.
  7. Passion for serving the community and environmental justice.
  8. Comfortable working with multi-generational households including seniors and those with young children.
  9. Demonstrated personal or professional experience with culturally-informed services to diverse and traditionally underserved groups (e.g. BIPOC, LGBTQIA , low-income).
  10. Experience using data software (Salesforce, Excel, Google Suite) preferred.
  11. Experience working with interpreters or as an interpreter preferred.


Benefits: CEP is proud to offer a robust benefits package that includes paying 100% of the monthly premium for employee-only health care coverage. CEP also contributes 3% of the employee’s salary to their 403 (b).  We offer 10 days of vacation time off per year, 12 days of sick time per year, 11 days of paid time off for nationally recognized holidays, as well as paid days between Christmas and New Years Eve. Eight weeks paid sabbatical at six years.
