Position Summary
The Director of Quality Control and Compliance provides strategic oversight to ensure the integrity, quality, and regulatory compliance of services delivered through the Housing Choice Voucher (HCV) Program for tenant-based vouchers. This role leads quality assurance, monitoring, and compliance activities across program operations and provides guidance to program leadership and staff to ensure adherence to federal, state, and local regulations.The Director evaluates program performance, strengthens internal controls, and implements continuous improvement strategies that enhance accountability, operational efficiency, and service delivery while maintaining high standards of program integrity and compliance.
Responsibilities:
- Execute Annual Plan goals and objectives while managing program activities within the approved budget.
- Provide leadership and operational oversight to program teams, including Quality Control, Subsidy Services, Waitlist, and Eligibility, ensuring efficient service delivery, regulatory compliance, and high performance.
- Develop, implement, and continuously improve procedures, quality control measures, and monitoring systems to ensure compliance with federal, state, and local regulations governing the Housing Choice Voucher Program.
- Oversee program operations including subsidy payment processing, landlord relations, applicant eligibility screening, waitlist management, and resolution of escalated issues to ensure accuracy, timeliness, and strong customer service.
- Analyze operational and program data to identify trends, assess performance, mitigate risks, and support informed decision-making aligned with organizational goals.
- Provide team leadership through coaching, training, performance feedback, and development opportunities to strengthen staff capabilities and support individual and team success.
- Interpret and communicate changes in federal, state, and local regulations, ensuring staff receive timely guidance and updates through effective internal communication systems.
- Prepare reports, analyses, and presentations on program performance, activities, and outcomes for leadership and stakeholders.
- Serve as the primary point of contact for escalated inquiries from elected officials, external partners, and customers, coordinating responses and resolving issues as appropriate.
· Build and maintain collaborative relationships with community stakeholders including municipalities, property owners, property managers, real estate professionals, and partner organizations.
- Foster a positive, collaborative work environment by resolving conflicts, promoting accountability, and maintaining clear communication across teams.
- Maintain knowledge of Housing Choice Voucher program practices, regulatory requirements, and emerging trends to support effective program administration.
- Work outside of standard business hours when necessary to meet program deadlines and organizational priorities.
Requirements:
- 5 years of experience in program administration, program management, or a related field (e.g., public administration, business administration, health administration, real estate development, or affordable housing).
- Proficiency in digital applications, databases, and customer or case management systems.
- Strong analytical, judgment, and decision-making skills with the ability to assess risks and implement improvement strategies.
- Commitment to high quality customer service
- Ability to thrive in a fast-paced, collaborative environment while managing multiple priorities.
- Bi-lingual preferred

Salary : $95,000 - $105,000
