Program Manager of Youth Clinical Initiatives

Salary: $90,000

Position Summary

CommUnity Crisis Services is seeking an experienced licensed behavioral health clinician to serve as our Director of Youth Clinical Initiatives. This position provides clinical and operational leadership for innovative youth-focused programs, including the Post-Attempt Family Engagement Model (PAFEM) and BE YOU, while supporting broader organizational efforts to improve the quality of youth behavioral health services. This position combines program leadership, clinical supervision, workforce development, and strategic program development. The Program Manager will oversee a small team, ensure fidelity to evidence-informed practices, collaborate with community partners, and help develop new initiatives that improve outcomes for youth and families experiencing a mental health crises. In addition to overseeing assigned programs, the Program Manager will provide occasional clinical leadership across youth services, including participating in rotating on-call clinical consultation for Healing Prairie Farm (approximately one weekend per month), assisting with staff training, and contributing expertise to emerging organizational priorities. This is an excellent opportunity for an experienced clinician who enjoys leadership, innovation, program development, and improving systems of care.

Essential Responsibilities

Program Leadership

Provide operational and clinical oversight of PAFEM and BE YOU.

 Ensure high-quality service delivery and program fidelity.

 Develop workflows, policies, and quality improvement initiatives.

 Monitor program outcomes and evaluate effectiveness.

 Manage program budgets in partnership with agency leadership.

 Prepare reports for funders and community partners.

Clinical Leadership

 Supervise assigned clinicians and support staff.

 Provide clinical consultation and case review.

 Ensure compliance with licensing standards and best practices.

 Support evidence-based assessment and intervention approaches.

Strategic Development

 Identify opportunities to expand youth behavioral health services.

 Assist with development of grants and new programming.

 Build relationships with hospitals, schools, and community organizations.

 Participate in organizational strategic planning.

Youth Services Support

 Participate in rotating on-call clinical consultation for Healing Prairie Farm

(approximately one weekend per month).

 Provide consultation regarding complex youth behavioral health cases.

 Assist with staff education, orientation, and ongoing training.

 Support other youth-focused initiatives as organizational priorities evolve.

Qualifications

Required

 Master's degree in Social Work, Counseling, Marriage & Family Therapy,

Psychology, or related behavioral health field.

 Independent Iowa licensure (LISW, LMHC, or LMFT).

 Minimum five years of post-licensure clinical experience.

 Significant experience working with youth, adolescents, and families.

 Strong communication and relationship-building skills.

Preferred

Crisis services experience.

 Suicide prevention or postvention experience.

 Program development experience.

 Experience working with hospitals, schools, or community systems.

Work Environment (Hybrid)

This is a hybrid position that combines in-person collaboration with remote work flexibility. Regular on-site presence is expected at CommUnity Crisis Services' Iowa City offices, as well as periodic travel to partner organizations and hospitals throughout the Iowa City and Cedar Rapids corridor. When on-site responsibilities, meetings, or community engagement are not required, the position offers the flexibility to work remotely. Candidates should be comfortable balancing independent work with active collaboration across multiple settings.

Funding and Position Sustainability Notice

This position is supported, in whole or in part, by government contracts, grants, or other restricted funding. As is common in nonprofit and publicly funded services, the scope and availability of funding may change over time based on funding decisions, contract or grant modifications, program needs, or other factors outside of CommUnity’s control.

Although CommUnity intends to continue these services, funding agencies may modify, reduce, suspend, or terminate funding at any time, including before the end of a contract or grant period. Continued employment in this position is therefore contingent upon the ongoing availability of funding and the organization’s continued need for the position.

Changes in funding, program requirements, or organizational needs may result in changes to the position, including responsibilities, compensation, scheduled hours, work assignment, reassignment, furlough, or elimination of the position.

Because some funding agreements may be modified, reduced, suspended, or terminated with limited or no advance notice, CommUnity may not always be able to provide advance notice of resulting employment actions. In some circumstances, a reduction in hours, furlough, reassignment, change in compensation, or layoff may need to take effect immediately or with limited notice, subject to applicable law. When circumstances allow, CommUnity will make reasonable efforts to communicate anticipated changes in advance and evaluate available alternatives before implementing employment actions. Changes in funding are an inherent part of working within nonprofit, grant-funded, and government-contracted services and may affect the structure, responsibilities, compensation, hours, or continued availability of a position. All employment actions will be taken in accordance with applicable law and organizational policy.

Pay: $80,000.00 - $90,000.00 per year
