Position Overview:

The Deputy Chief Medical Officer (DCMO) provides executive-level clinical and operational leadership to ensure high-quality, cost-effective, and culturally competent care delivery for Philadelphia’s behavioral health Medicaid members. Serving as a key partner to the Chief Medical Officer, the DCMO has primary responsibility for comprehensive clinical oversight, including quality of care, safety, clinical effectiveness, and medical management. The DCMO ensures that clinical operations are evidence-based, compliant with all regulations, aligned with value-based care models, and responsive to the needs of members, providers, and the community. Experience in managed care is highly preferred.

Essential Functions: 

Clinical Leadership & Oversight

  • Provide direct oversight of all clinical programs and functions, including medical management, quality improvement, utilization management, and care coordination.
  • Ensure clinical programs adhere to evidence-based practice standards, regulatory requirements, and accreditation standards.
  • Monitor and evaluate clinical outcomes, patient safety metrics, and service delivery to drive continuous quality improvement.
  • Leading peer review, appeals, grievance resolution, and case consultation to ensure fairness, consistency, and clinical appropriateness.
  • Perform medical reviews.
  • Make denial decisions based on medical necessity.

Operational and Strategic Management

  • Lead the integration of clinical operations with organizational strategy, aligning resources to advance population health goals and value-based purchasing arrangements.
  • Partner with the executive team on strategic planning, financial planning, and clinical risk management, ensuring sustainable and high-quality care delivery.
  • Develop, implement, and evaluate clinical guidelines, protocols, and policies to improve efficiency and effectiveness across all programs.

Team Leadership & Talent Development

  • Build, mentor, and lead a high-performing clinical workforce by recruiting, training, coaching, and advancing medical and clinical leaders.
  • Foster a culture of clinical accountability, collaboration, and innovation across multidisciplinary teams.
  • Champion diversity, equity, inclusion, and cultural competency in care delivery and leadership.

Stakeholder Engagement

  • Serve as a trusted clinical leader with providers, regulators, community partners, and member advocates.
  • Represent the organization in external forums related to clinical care, managed care, and value-based care transformation.

Position Requirements: 

Education:

  • Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO)

License/Certification:

  • Board Certified or Board Eligible in Psychiatry (required)
  • Active Pennsylvania Medical License (or ability to obtain)

Experience:

  • Minimum of 7 years of progressive clinical leadership experience in behavioral health, including direct oversight of clinical operations and quality programs.
  • At least 3 years of executive or senior management experience leading large teams and complex clinical systems.
  • Expertise in clinical oversight, utilization management, quality improvement, value-based care models, and system-level program development.
  • Managed care experience is strongly preferred.

Work Conditions

  • CBH is currently hybrid; 2 days week onsite; however, this is subject to change.
  • Must be able to travel within the City of Philadelphia.
  • Ability to adapt to changing organizational and community needs.
  • Occasional evening/weekend commitments may be required, typically telephonically.

Philadelphia Residency Requirement:

  • The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
