Position Summary: 

The Chief Information Officer (CIO) serves as a visionary and strategic leader responsible for aligning technology with enterprise goals to advance the mission of improving behavioral health outcomes. As a key member of the CBH executive leadership team, the CIO will drive digital transformation, data-driven decision-making, and operational excellence across the organization.
 
 The CIO will act as a strategic business partner, leveraging information and technology to drive member-centered service delivery. 

Key Responsibilities: 

Strategic Leadership and Vision

  • Partner with the CEO and executive team to develop and execute a comprehensive IT strategy fully aligned with organizational and business goals.
  • Serve as a trusted advisor to the C-suite, offering insights on technology opportunities and risks that impact business performance, member experience, and stakeholder engagement.
  • Champion innovation and continuous improvement in service delivery, using technology to advance equity, access, and quality in behavioral health care.
  • Shape a digital roadmap that enables the organization to thrive in a data-driven, value-based healthcare environment.

Organizational Partnership and Business Enhancement

  • Foster cross-functional collaboration between IT, clinical, financial, and operational teams to ensure technology serves as an enabler of outcomes, not a barrier.
  • Work closely with internal customers, providers, and community partners to co-design digital tools that improve member engagement, care coordination, and provider experience.
  • Translate complex technology concepts into clear, actionable strategies for non-technical audiences across all levels of the organization.

Workforce Leadership and Development

  • Inspire and develop a high-performing IT team that models collaboration, inclusion, and accountability.
  • Build workforce capacity for digital transformation, advancing skills in data literacy, agile project management, and cybersecurity awareness.
  • Partner with Human Resources to create IT career pathways and talent strategies that attract and retain exceptional professionals.

Operational and Technical Excellence

  • Direct the design, implementation, and optimization of secure, reliable, and scalable IT systems that support clinical, financial, and administrative functions.
  • Oversee data governance, cybersecurity, privacy, and compliance, ensuring adherence to HIPAA, HITECH, CMS, and state Medicaid regulations.
  • Guide the development of enterprise analytics, interoperability, and population health tools that inform quality improvement and performance measurement.
  • Lead IT disaster recovery, business continuity, and risk management initiatives to ensure system resilience and member trust.
  • Ensure technology supports clinical and administrative excellence while maintaining compliance with complex Medicaid and behavioral health regulatory requirements.

Financial Stewardship and Resource Management

  • Develop and oversee IT budgets that balance innovation and fiscal responsibility, ensuring investments deliver measurable business value.
  • Direct sourcing strategies and vendor relationships, negotiating contracts and partnerships that advance organizational goals.
  •  Ensure IT investments are aligned with Medicaid funding structures and the organization’s long-term sustainability.

Qualifications: 

Education and Experience: 

  • Bachelor’s degree in information systems, Computer Science, Healthcare Administration, Business Administration, or a related field required. Master’s degree preferred.
  • Healthcare experience, behavioral health and/or Medicaid managed care experience strongly preferred.
  • Candidates with a clinical background (such as nursing or another healthcare discipline) who also possess deep experience in information technology and digital transformation are encouraged to apply.
  • Minimum of 10 years of progressive IT leadership experience, including at least 5 years in a senior or executive-level role.
  • Proven success leading enterprise technology initiatives in regulated, mission-driven healthcare environments.
