Job Description

This is an administrative and highly technical position responsible for human resource planning, employee relations, benefits administration, compensation practices, and risk management and safety activities. The position is responsible for the formulation and maintenance of the Agency’s Human Resources policies, practices, and records, including hands-on administration of the Agency’s Human Resources Information System (ADP Workforce Now).

This position is responsible for providing guidance and leadership to supervisors, program directors and agency executive management on the employment life cycle including talent acquisition, performance management, discipline, and end of employment processes. Also responsible for the agency’s compliance with federal, state and local labor laws as well as additional federal legislation. Considerable knowledge of principles, methods and practices of human resource management and safety management and the ability to perform technical research is required. Prepares a variety of reports requiring experience within ADP Workforce Now and solid computer skills.

RATE: 75k-85k

JOB RESPONSIBILITIES:

  • Responsible for the agency’s compliance with federal, state, and local laws and regulations affecting Human Resources and Safety management, including: FLSA, FMLA, ERISA, Affordable Care Act (ACA), EEOC, NHHRC, USERRA, OSHA, and other Federal and State Department of Labor laws and regulations. As able, annually attends a NH Department of Labor Wage and Hour Training.
  • Provides consultation, training, coordination, and leadership to supervisors, program directors, and agency executive management on the employment life cycle including hiring, developing job descriptions and job advertisements, screening and interviewing candidates, performance management, discipline, documentation, and end-of-employment processes.
  • Consults with and works with executive management team, program directors, supervisors, employees, consultants, and agents with respect to Human Resources management, employment, benefits administration, compensation, employee relations, risk management, and safety activities.
  • Conducts new employee orientation, including review of CAPHR and Community Action mission and history, safety program review and expectations, legal documentation, policy acknowledgement, benefits review, HRIS access, and other miscellaneous procedures as appropriate.
  • Ensures background check and/or fingerprint check compliance per agency and individual program-specific requirements, such as Head Start and Retired Senior Volunteer Services Program (RSVP).
  • Responsible for the maintenance and record keeping of all Human Resources files, including personnel files, medical files, and miscellaneous correspondence and HR activities.
  • Serves as system administrator for ADP Workforce Now, including employee data management, benefits administration, workflows, reporting, compliance tracking, and supervisor and employee training. This is a hands-on role requiring regular, direct system use.
  • Responsible for coordination of implementation, ongoing maintenance, upgrades, population, and efficient utilization of Human Resources Information System (HRIS) functionality and features.
  • Ensures smooth implementation of the annual Open Enrollment process for Health, Vision, and Dental Insurance elections, including communication to all eligible staff regarding changes or enhancements to benefits, annual premium contributions, deadlines, and follow-up.
  • Acts as primary contact with the agency’s personnel attorney for questions or advice regarding personnel or labor law concerns, legal representation, and other appropriate items as required.
  • Works with executive management team in the annual review and selection of benefits and insurance coverage for the agency, including health, vision, dental, workers’ compensation, liability insurance, and other policies as necessary or directed.
  • Administers Agency benefits programs including Health, Vision, Dental, and Life insurance plans, ensuring compliance with federal and state laws governing these programs, including Form 5500 reporting and employee notification requirements.
  • In conjunction with the Fiscal Department, administers the agency’s 403(b) retirement plan, ensuring compliance with all applicable federal and state laws and regulations. Communicates with plan advisor, funding agent, and employees regarding retirement plan support.
  • Administers all unemployment insurance claims, including review of claims, responses to ensure accuracy of reported data, and attendance at hearings and appeals as appropriate.
  • Administers Family and Medical Leave Act (FMLA) requests and designation in accordance with all federal requirements to ensure compliance.
  • Administers and tracks all leaves of absence in accordance with federal, state, and agency policy, including coordination of required documentation, benefit continuation, and return-to-work processes.
  • Conducts and/or coordinates employee relations investigations, prepares documentation and findings, and provides guidance to management regarding appropriate corrective action and risk mitigation.
  • Acts as Safety Coordinator for the agency with responsibilities for accident reporting to Workers’ Compensation insurance provider and the NH Department of Labor, investigations, safety training, quarterly safety newsletter, and coordination with insurance providers and representatives.
  • Reviews and assists program directors in the writing and periodic updating of job descriptions to ensure consistency with agency standard language and compliance with all federal, state, and local laws and regulations.
  • Oversees and reviews content and publication of agency newsletters including “The Scene” (bi-weekly employee newsletter) and “Safety First” (quarterly safety newsletter).
  • Maintains and coordinates maintenance of the agency intranet (iNet.CAPHR.org), including resources and forms, policies and procedures, newsletters, employee directory, news and highlights, and current job descriptions.
  • Ensures generation of monthly anniversary reports to remind supervisors of required annual performance reviews.
  • Maintains, interprets, and clarifies CAPHR Personnel Policies, including conducting an annual review of the Personnel Policies Handbook and preparing recommendations for new policies and updates as needed.
  • Acts as liaison with federal, state, and local agencies regarding audits, investigations, or complaints related to agency records and practices.
  • Ensures compliance with record retention requirements for personnel, medical, benefits, and safety records and maintains audit-ready documentation in accordance with federal, state, and agency standards.
  • Will maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff in accordance with CAPHR policy and procedure.
  • Abides by all CAPHR Safety policies and procedures.
  • Presents a professional and positive image as a representative of CAPHR.
  • Maintains adequate knowledge of all CAPHR programs to make appropriate referrals to other CAPHR programs beneficial to clients and their families.
  • Must possess a valid driver’s license and be able to travel when needed.
  • Performs other related duties as required.

REQUIRED SKILLS AND ABILITIES:

  • Strong computer skills with the ability to perform technical research on human resources, compliance, safety, and risk management issues. Ability to systematically compile technical and statistical information in the preparation of reports and documentation.
  • Demonstrated experience administering and working within ADP Workforce Now (WFN), including employee data management, benefits administration, reporting, workflows, compliance tracking, Affordable Care Act (ACA) administration and reporting support, and ADP Performance Management modules, including review cycle setup, documentation, supervisor guidance, and system-based tracking.
  • Ability to establish and maintain effective working relationships with employees, supervisors, program directors, and executive leadership at all levels of the Agency.
  • Ability to communicate clearly and concisely, both orally and in writing, and to convey complex information in a professional and understandable manner.
  • Strong analytical skills with the ability to assess complex situations, identify risks, and develop practical, compliant solutions.
  • Ability to exercise sound judgment, maintain confidentiality, and handle sensitive matters with discretion and professionalism.
  • Valid driver’s license and ability to travel statewide as required.

EDUCATION AND/OR EXPERIENCE:

  • College degree required with a minimum of five (5) years of progressively responsible professional experience in Human Resources, including demonstrated responsibility for compliance, employee relations, benefits administration, safety, and HR operations. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
  • Demonstrated experience working independently in a senior HR role with accountability for regulatory compliance, risk management, and agency-wide HR practices.
  • Experience in a nonprofit environment is a plus. Professional certification such as SHRM-SCP or SPHR is preferred.

PREFERRED EXPERIENCE:

  • Knowledge and demonstrated experience with the principles, methods, and practices of Human Resources management, including employee relations, training, benefits administration, employee performance management, and safety management.
  • Knowledge of and experience applying federal, state, and local laws and regulations affecting Human Resources and Safety management, including the Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), Affordable Care Act (ACA), Equal Employment Opportunity Commission (EEOC), New Hampshire Human Rights Commission (NHHRC), Uniformed Services Employment and Reemployment Rights Act (USERRA), Occupational Safety and Health Administration (OSHA), and other applicable federal and state Department of Labor laws and regulations.
