GENERAL DESCRIPTION:
The Deputy Director of Early Childhood Education and Staff Development is an integral part of the Head Start/Early Head Start Management Team. The Deputy Director of Early Childhood Education and Staff Development will provide leadership to the principals; ensure sufficient knowledge and training to fulfill their roles and responsibilities; to ensure high-quality programming and oversee the management of all Head Start/Early Head Start Academies; to ensure program compliance with federal, state, and local laws, regulations, and standards, including contractual compliance. Head Start/EHS promotes the school readiness of young children from low-income and vulnerable families by providing comprehensive services in early learning, health, and family well-being. Head Start/EHS staff look at the child holistically, individualizing for the needs of each child. Provides leadership to the content area by performing duties of an advanced and technical nature, which include monitoring, supervision, training, and technical assistance for the Principals and Assistant Principals. The Deputy Director of Early Childhood Education and Staff Development will represent the program at local organizations and groups, serving children 0-5, expecting women and their families.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Ensure compliance with the federal, state and local laws, regulations and standards including agency policies and other contractual agreements.
- Assist management staff in ensuring the implementation and integration of policies, procedures, and standards established by the program.
- Assists in the development of annual program plans, goals and objectives and methods of measuring program success.
- Lead the planning and implementation of a comprehensive child development program that meets the Head Start Performance Standards, Head Start Act, and State licensing requirements.
- Ensure all classrooms and facilities meet health and safety standards, creating environments that are free from harm to children.
- Regularly assess compliance with federal, state, and local health and safety regulations, ensuring all programs adhere to safety protocols.
- Develop and implement training programs for staff focused on health, safety, and wellness practices in educational settings.

- Assist in ensuring that all the programs meet the community's needs by developing systems that facilitate center operations and establishing short and long-range goals in conjunction with program evaluation tools such as the Self-Assessment, Program Information Report (PIR), and Community Assessment (CA).
- Collect, aggregate, and analyze data to ensure progress on program goals.
- Provide oversight, direction, and supervision of the education content area and staff development including monitoring, staffing, performance evaluation, problem-solving, and corrective actions.
- Foster an inclusive workplace where diversity and individual differences are valued.
- Grant writing continuation grants and new grant opportunities.
- Attend policy group meetings as requested.
- Analyze the impact of federal, state, and local legislation
- Ensures proper implementation of program standards and school readiness goals.
- Maintain CLASS Certification. Conduct CLASS observations and Coaching. Assist in the monitoring of professional growth plans and assist with instructional staff evaluations annually.
- Conduct ongoing monitoring and evaluation of all Head Start Center-Based education services.
- Collect data on Center-Based education programming, including child assessment data, teaching staff CLASS scores, etc.
- Analyze data to identify trends, patterns, areas of strength, and areas that need to be strengthened.
- Present reports to Policy Council and the Governing Board.
- Assist with administrative responsibilities related to the Overall Policy Council and support and promote all aspects of parent engagement and education activities.
- Serves as a resource for education team; analyzes data and completes reports related to provision of educational services; may supervise classroom and other education staff.
- Makes recommendations for changes in policies and procedures to the programs' administrator as necessary to maintain compliance.
- Facilitates the establishment of community partnerships and collaborations that enhance program service delivery to children and families.
- Plans to implement in-service workshops and other staff development opportunities to increase teacher and staff knowledge and skills in areas of responsibility; visits classrooms and meets with teachers; models instructional techniques in the classroom as necessary.
- In conjunction with HR, research and recommend the best external professional development and training opportunities for Head Start employees. This includes degree programs, continuing education classes, seminars and conferences, webinars, etc. Coordinate registration and tracking. •
- Collaborate with Deputy Director of Program Management on the monthly review of Program Information Report (PIR) Data and provide recommendations for action relative to non-compliances and possible deficiencies to content area managers and supervisors.
- Ensure all assigned program reports are completed and submitted on a timely basis
- Conduct timely feedback sessions to program staff related to monitoring and funder requirements
- Input relevant data into the GoEngage system and other appropriate data management systems
- Ensure all confidential program information is protected
- Participate in recruitment efforts of the program to help maintain full program enrollment
- Attend all required CAO, Head Start/Early Head Start, and program meetings and trainings
- Maintain records, prepare reports and compose correspondence relative to work
SUPERVISORY RESPONSIBILITIES:
The Deputy Director of Early Childhood Education and Staff Development is responsible for the supervision of the Content Area Managers; exercises authority in managing content areas for the Head Start Program and its various functions.
Qualifications:QUALIFICATIONS:
Bachelor's degree from an accredited college or university, master's degree preferred, in Early Childhood Education/Child Development, Business, Public Administration, or related field with five years of related experience at the administrative leadership level.
Direct experience in managing government-funded programs is highly desirable. Knowledge of the Head Start Program philosophy and structure is highly desirable. Ability to plan, organize, allocate and control substantial financial, human, and physical resources.
Minimum 5-10 years of progressively more responsible management experience. Direct experience in managing government-funded programs is highly desirable. Excellent interpersonal skills and successful experience working with teams are required. Excellent oral and written communication skills required. Computer literate and proficient in use of Windows, MS Word and Excel required.

Ability to read and interpret documents such as government or agency regulations. The ability to write reports and speak effectively before individuals, public groups and employees of the organization is required.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Must possess the ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
