The Clinical Director oversees clinical services and develops strategies for continued growth by monitoring clinical productivity and financial performance data. The Clinical Director is responsible for planning, directing, organizing, and managing all behavioral health programs, including overseeing day-to-day clinical operations and implementing quality assurance standards to ensure quality services to clients and customers.

This position is full-time with full benefits and starts out at $94,931.20 - $115,336.00 annually. Position will work in the Goleta Central office with Countywide travel.

Supervisory Responsibilities Responsible for the overall direction, coordination, and evaluation of staff assigned to the behavioral health programs. Carries out supervisory responsibilities in accordance with Agency policies and applicable laws. Responsibilities include interviewing, hiring, training, scheduling (as appropriate), and clinical supervision of all clinical staff and student interns, pre-licensed and licensed clinicians; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Essential Duties and Responsibilities Other duties may be assigned.

· Responsible for all aspects of FYS behavioral health programs oversight and operations and ensuring program continuity and quality. Coordinate and ensure that all clinical programs and employees work according to policies, procedures, and appropriate County, State, and Federal guidelines.

· Develop and maintain program policies and procedures, including clinical documentation protocols for clinical programs. Ensure compliance with standards, laws, and ethics of mental health services. Stays informed on how various laws and trends impact mental health services locally, statewide, and nationally.

· Interface closely with the CFO and Family and Youth Services Director to develop and monitor contract budgets.

· Serves as the Chief Privacy Officer and is responsible for developing, implementing, and monitoring client Personal Health Information (PHI) Management and HIPAA compliance. Investigates and tracks incidents and breaches of PHI and works collaboratively with Human Resources Director to manage appropriate disciplinary action.

· Actively participate with FYS Director in contract/MOU negotiations, grant writing, and other activities related to program acquisition and improvement. Ensure behavioral health contracts align with the agency’s mission and values and are achievable.

· Accountable for ensuring behavioral health programs are trauma-informed, culturally relevant, and are achieving appropriate outcomes for children, youth, transitional-aged youth (TAY), families, and the community.

· Responsible for creating, implementing, and maintaining outcomes-based programs. Including providing regular program reports on all activities for Agency Board, FYS Director, funders, community partners, and others, as requested.

· Develop and maintain relationships with Behavioral Wellness and key stakeholders.

· Develop and maintain networking relationships with public and private agencies that provide supportive services to children, youth, young adults, and their families.

· Develops relationships and works collaboratively with local graduate programs to create internship opportunities.

· Supervise and evaluate the performance of assigned personnel; interview and select employees; recommend transfers, reassignment, termination, and disciplinary actions; coordinate subordinate work assignments and review work to assure accuracy, completeness and compliance with established standards, requirements, and procedures.

· Ensure that staff has the appropriate training to provide specified clinical services to the appropriate population, including training required for evidence-based programs/practices. Regularly assess staff training needs. Identify training opportunities or conduct training to cover required topics from the funder.

· Meet regularly with clinical staff, both as a group and individually, to provide clinical supervision (within scope of licensure and area of expertise), program and agency updates, discuss quality assurance issues, plan program events/trainings, and provide feedback and support.

· Ensure staff is held accountable for the delivery of appropriate/timely services and clinical documentation in accordance with agency and funding requirements.

· Ensure that all pre-licensed/licensed staff are providing competent, ethical services within their scope of work; address training and supervision needs accordingly.

· Make recommendations to the FYS and Human Resources Director on personnel actions such as employment, retention, promotion, discipline, and termination.

· Work with Human Resources on recruitment and hiring of staff and employee issues, including staff reductions.

· Establishes quality assurance measures, indicators, and standards to evaluate program results with program staff.

· Review caseloads/referrals for service appropriateness; monitor services within the treatment team; review case notes for quality and meet MediCal billing standards; may also participate in case discussions and reviews.

· May provide direct services within the scope of licensure and professional expertise as needed; provide collateral consultation to partner agencies and/or family members involved in the client’s life.

· Ensure contracts are monitored, and reports are submitted timely.

· Maintains all required data, records and statistics needed for monthly, quarterly and annual reporting.

· Holds responsibility for all records, reports, and files to ensure an above-average audit by any and all auditing agencies.

· Attend community events benefiting the target population.

· Performs other related duties as required by the Family Youth Services Director.

Knowledge, Skill and/or Ability Required

Education and/or Experience Mental Health Professional with a valid California State license is required. Minimum five (5) years of post-graduate experience providing direct therapeutic services and three (3) years of experience providing clinical supervision. Two (2) years of direct experience in managing government-funded programs, including program and budget planning, is highly desired. Must have a strong background in strength-based and trauma-informed care approaches.

Computer Skills To perform this job successfully, an individual should have knowledge of Project Management software; Spreadsheet software and Word Processing software.

Certificates, Licenses, Registrations Mental Health professional licensed in California. Current valid California Driver’s license; Current and active California license as LCSW, LMFT, LMSW, Ph.D/Psy.D.

Other Skills and Abilities Ability to speak Spanish is desirable.

Other QualificationsExperience in mental health assessment, treatment, and rehabilitation services, as well as knowledge of behavioral intervention/crisis response techniques. Knowledge of Medi-Cal standards and billing regulations, mental health regulations and program audit procedures highly desirable.
