Description

The Operations Manager plays a critical leadership role in advancing CSD Works NV’s employment services for Deaf, Hard of Hearing, and DeafBlind communities. This position partners closely with the Director of Employment Services to operationalize, implement, and sustain workforce programs across Nevada, ensuring alignment with grant requirements, community needs, and CSD’s mission and values.

The Operations Manager oversees day-to-day operations for their assigned location, with responsibility for program execution, compliance, reporting, and service delivery of quality. This role includes managing operational workflows, ensuring accurate and timely documentation, coordinating staff and contractors, and maintaining compliance with funding and contractual requirements, including ADSD, MAP, and ATS agreements.

  • Partner with the Director of Employment Services to implement operational strategies aligned with CSD Works NV program goals and funding requirements.
  • Oversee daily operations of CSD Works NV initiatives, including workflow management, staff coordination, documentation, and service tracking.
  • Work with the Director to ensure compliance with grant requirements, contracts, and reporting timeline.
  • Ensure service delivery is consistent with contractual expectations and agency goals.
  • Manage program infrastructure, including intake processes, case flow, service delivery tracking, and data systems.
  • Coordinate cross-functional activities across departments.
  • Develop and manage program budgets and create operational plans to guide implementation.
  • Draft and manage Statements of Work (SOWs), service documentation, and funding proposals to support service expansion.
  • Supervise and support staff and independent contractors by providing office and community support.
  • Monitor program performance metrics and implement corrective actions.
  • Lead continuous quality improvement efforts.
  • Maintain relationships with stakeholders and partners.
  • Provide operational problem-solving and perform other duties as assigned.
  • Manage change processes and implement interventions to support project success.
  • Direct and support a team of independent contractors, ensuring accountability and quality across campaigns.
  • Serve as liaison between Marketing and internal stakeholders to ensure consistent messaging and promotional support.
  • Maintain strong relationships with internal teams, community partners, and external stakeholders.
  • Monitor and report on program performance, risks, and accomplishments.
  • Provide creative problem-solving for operational issues and resource needs.
  • Perform other duties as assigned.

Requirements

  • Strong background in employment services and workforce development strategies.
  • Strong knowledge of program management methodologies, evaluation tools, and change management strategies.
  • Proven experience managing multiple projects with competing deadlines.
  • Familiarity with budgeting and fiscal planning.
  • Strong leadership, collaboration, and partner engagement skills.
  • Strong knowledge and experience working with and serving vulnerable populations.
  • Excellent written and verbal communication skills, including experience with presentations and report writing.
  • Ability to manage diverse stakeholder groups and unify efforts toward common goals.
  • Demonstrated commitment to cultural and linguistic accessibility in Deaf communities.
  • Proficiency in Microsoft Office Suite, Basecamp, Teams, Planner, SharePoint, and other project management tools.

Qualifications

  • Bachelor’s degree in business, Communications, Project Management, or related field (or equivalent experience).
  • At least 3–5 years of experience in operations and/or project management, with a strong preference for candidates with a background in employment services.
  • Experience working with Deaf, DeafBlind, and Hard of Hearing communities preferred.
  • Fluency in American Sign Language (ASL) required.
