About This Role

The Senior Financial Management Consultant serves as a trusted advisor supporting financial planning, budget execution, cost analysis, and financial risk management activities for large-scale federal modernization programs. This role provides analytical and strategic financial management support to government leadership, enabling data-driven decisions regarding budget formulation, funding execution, affordability, and resource allocation.

The successful candidate will work closely with senior government executives, program managers, financial managers, acquisition professionals, and oversight stakeholders to deliver actionable financial insights, maintain compliance with federal financial management requirements, and support effective stewardship of government resources.

Responsibilities

What You'll Do

• Provide financial management support across a portfolio of federal programs, contracts, and task orders.

• Conduct cost trend analyses to identify spending patterns, financial risks, and emerging execution challenges.

• Support development of budget forecasts, funding projections, and resource planning activities.

• Analyze funding requirements and assess potential impacts of schedule changes, scope adjustments, and evolving program priorities.

• Develop affordability assessments, funding gap analyses, and cost avoidance recommendations to support executive decision-making.

• Integrate and reconcile financial information across multiple contracts, vendors, task orders, and funding sources.

• Prepare executive-level financial dashboards, reports, briefings, and analytical products for senior government leadership.

• Monitor budget execution and obligation performance against approved spend plans and funding profiles.

• Identify and track financial risks, funding shortfalls, execution challenges, and budgetary dependencies across the program portfolio.

• Maintain financial risk and issue logs, develop mitigation recommendations, and support governance discussions related to budget and resource management.

• Support responses to financial data calls from oversight organizations, including Congress, OIG, GAO, OMB, and agency leadership.

• Assist with audit preparation efforts, financial reconciliations, documentation reviews, and financial compliance activities.

• Support development and maintenance of financial management Standard Operating Procedures (SOPs), internal controls, and governance processes.

• Assist in preparing OMB A-11, OMB A-123, Capital Planning and Investment Control (CPIC), and Exhibit 300 supporting materials.

• Support funds control reviews, obligation tracking, spending analysis, and budget execution monitoring activities.

• Validate financial data integrity across systems, reports, and executive reporting products.

Required Qualifications

• 8 years of federal financial management, budget analysis, accounting, program finance, financial consulting, or related experience.

• Bachelor's degree in Finance, Accounting, Economics, Business Administration, Public Administration, or related discipline.

• Experience supporting federal budget formulation, budget execution, financial planning, and financial reporting activities.

• Experience performing financial analysis, cost analysis, forecasting, trend analysis, and risk assessments.

• Knowledge of federal appropriations, budget execution processes, and financial management regulations.

• Experience supporting responses to congressional inquiries, audits, data calls, and financial reviews.

• Experience developing executive-level financial briefings, dashboards, reports, and decision-support products.

• Strong analytical skills with the ability to synthesize large financial datasets into actionable recommendations.

• Advanced proficiency with Microsoft Excel, Power BI, PowerPoint, and financial reporting tools.

• Demonstrated ability to manage competing priorities in a high-visibility federal program environment.

Preferred Qualifications

• MBA, MPA, Master's in Finance, Accounting, Economics, or related field.

• Certified Government Financial Manager (CGFM), CPA, PMP, DAWIA Business Financial Management, or related certification.

• Experience supporting the Department of Veterans Affairs, Department of Defense, or other Cabinet-level agencies.

• Experience supporting large IT modernization, healthcare modernization, or enterprise transformation programs.

• Knowledge of OMB A-11, OMB A-123, Capital Planning and Investment Control (CPIC), and federal financial oversight requirements.

• Experience developing financial dashboards and executive reporting solutions using Power BI or similar tools.

Clearance & Citizenship

• Must be a U.S. citizen.

• Must be eligible to obtain and maintain a Public Trust clearance or higher.

• Ability to obtain and maintain all required government credentials and system access.

Work Location

Hybrid or remote, with periodic on-site support at government facilities as required. Travel may be required to support executive reviews, financial governance meetings, audit activities, and program planning sessions. Candidates located in the Washington, D.C. metropolitan area are preferred.

Salary : $130,000 - $150,000
