General Definition of Work:

Performs complex, professional, technical, and administrative work in the development, implementation, and management of the self-sufficiency programs inclusive of employment services, career center, childcare subsidy, SNAP-ET and FEP. Coordinates activities with other departments, the workforce center, and other community partners. Supervises self-sufficiency team staff in multiple program areas to ensure effectiveness of and compliance with local, state and federal regulations. Actively participates in organizational development, management and leadership of the Department of Social Services, which is a high performance, inclusive and equitable team-based organization.


Essential Functions: 

  • Plans, directs, coordinates and supervises Self-Sufficiency programs, services and staff.
  • Provides administrative and programmatic supervision to staff.
  • Assigns cases or provides method for case assignment; provides leadership in workload management and ascertains work is completed; assures quality of work.
  • Exercises a high level of independence with minimal day-to-day oversight. 
  • Makes management level decisions regarding assigned responsibilities as delegated by the Director, Deputy or Assistant Director as necessary and appropriate.
  • Reviews case records, program outcome data and evaluates performance of staff.
  • Facilitates case staffings within unit and with community partners.
  • Gathers data and prepares reports and/or documentation.
  • Uses data and research to assess workforce service needs within the County; develops and implements appropriate policies and programs to address needs.
  • Identifies service gaps and advocates for changes and additions to services on state and local levels. Includes development of community resources to address gaps. 
  • Identifies workforce service resources and prepares application/plan submittals for state programs.
  • Participates in forms and policy development and revision by evaluating program effectiveness and implementing appropriate changes.
  • Responsible for oversight of the VIEW and SNAPET budgets for the agency.
  • Responsible for oversight of the Childcare Subsidy Program Budget Line request for assistance to serve potential subsidy daycare recipients. 
  • County representative in meetings for Virginia Career One-Stop, Virginia Career Works and other community initiatives.
  • Ensures local, state and federal regulations compliance for all self-sufficiency programs.
  • Trains staff in the application of existing and new policies, procedures, and guidelines; provides clarification and guidance involving policy application.
  • Provides consultation regarding problems around social factors influencing eligibility determination and makes final decisions where appropriate.
  • Supports team structure and process within the team.
  • Serves on department management teams, leadership team and other department, county, regional and state committees and workgroups as needed or required.
  • Responsible for preparation of annual Employment Services Plan and Standard Operating Procedures, with assistance of VIEW employment and eligibility staff. 
  • Collaboration with Albemarle Economic Development to stream workforce service opportunities for job seekers in the county.
  • Interviews applicants for employment and recommends hiring and other personnel actions such as promotion, discipline, etc.
  • Assess client’s ability to participate in VIEW and SNAPET programs by conducting an initial biopsychosocial assessment. 
  • Refer to community partners and resources to aide in the customer’s success.
  • Provide supportive services and employment counseling to promote self-sufficiency. 
  • Coordinate and maintain contact with multiple community agencies and employers. 
  • Assist in public events such as job fairs and job readiness classes at Workforce Center.
  • Engage in public speaking and other media methods to promote the Employment Services Program. 
  • Shares needed information with department staff to ensure program compliance. 
  • Utilizes computer technology for a variety of purposes and provides data entry. 
  • Performs related duties as assigned.

Knowledge, Skills and Abilities: 

Comprehensive knowledge of: practices of public social service organizations; employment services; state, local and federal guidelines; employment counseling, work site development and placement techniques; interviewing and casework strategies effective in promoting self-sufficiency; current social, economic, health and governmental conditions and problems; social institutions and methods of problem solving and the helping process; individual and group behavior; management principles and methods of administration, including planning, organizing, leading and personnel and fiscal management. Skill in analyzing and interpreting statistical data; operating a personal computer and related equipment, and in a variety of social services software. Ability to comprehend complex rules, policies and regulations; respect individual differences and promote client independence; communicate and establish effective working relationships with clients, co-workers, other  professionals and the general public. Proficient written communication skills; ability to prepare reports and maintain records. Ability to learn and utilize multiple computer applications.


Education and Experience:

Bachelor’s degree in the human services, management or related field and experience in eligibility work and employment service OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities. SPECIAL REQUIREMENT: Workers in this position are required to drive and they must meet eligibility requirements of the County’s safe driver policy.


Physical Conditions and Nature of Work Contacts: 

Administers to the public work typically in an office setting and/or at other social service agencies. Involves frequent walking or standing. Frequent contacts with clients, outside agencies, employers, schools, colleges, etc. are required. 


Evaluation: 

Performance will be evaluated by the Assistant Director on the ability and effectiveness in carrying out the responsibilities as outlined.
