THE POSITION

Are you interested examining discrimination complaints and helping make sure people are treated fairly? Do you believe that everyone in Pennsylvania should be able to live, work, and learn without facing unfair treatment? If so, the Pennsylvania Human Relations Commission would be glad to have you join our team as a Human Relations Representative 1. This role allows you to help protect civil rights and promote fair treatment in communities across the state by investigating concerns and supporting people who believe they have experienced discrimination. Together, we can help protect people’s rights and make sure everyone is treated equally under the law!

DESCRIPTION OF WORK

As a Human Relations Representative 1, you will be supporting the investigation and conciliation of discrimination complaints while ensuring that cases follow proper procedures and timelines. A working knowledge of the Pennsylvania Human Relations Act (PHRA) will help you perform the following duties:

  • Case Investigation: Review complaints, gather information, and interview parties to determine key facts
  • Conference Preparation: Schedule and conduct Fact Finding Conferences to discuss issues, request documents, and explore resolutions
  • Settlement Facilitation: Communicate proposals between parties and prepare agreements when settlements are reached
  • Documentation Work: Record case activity, prepare written findings, and submit materials for review
  • Legal Coordination: Partner with legal staff on subpoenas, jurisdiction questions, and cases needing further action
  • Public Support: Attend hearings, provide testimony when needed, and participate in training to stay current on laws and procedures

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute break.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Philadelphia. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Minimum Experience and Training Requirements:

  • One year as a Human Relations Representative Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional administrative investigative, criminal investigative, regulatory investigative, civil rights, or human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor’s degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
  • An equivalent combination of training and experience that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.

  • You must be able to perform essential job functions.
