THE POSITION

DESCRIPTION OF WORK

This role enforces the Pennsylvania Human Relations Act by investigating complaints, conducting interviews, and guiding cases through each step of the process. The work supports fair treatment in employment and public accommodations and ensures clear communication with all parties. As a Human Relations Representative 1, you will perform the following duties:

  • Complaint Investigation: Review allegations, gather information, and assess jurisdiction for discrimination cases
  • Interview Coordination: Speak with parties, schedule conferences, and explore possible settlements
  • Document Preparation: Draft requests, written findings, agreements, and case closing materials
  • Case Management: Track deadlines, maintain records in the Case Management System, and monitor incoming documents
  • Legal Collaboration: Partner with legal staff on subpoenas, hearing preparation, and jurisdiction questions
  • Ongoing Training: Participate in sessions to strengthen knowledge of laws, procedures, and investigative practices

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Philadelphia. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary:In some cases, the starting salary may be non-negotiable.

Required Experience, Training & Eligibility

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Relations Representative Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional administrative investigative, criminal investigative, regulatory investigative, civil rights, or human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor’s degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
  • An equivalent combination of training and experience that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.
