THE POSITION

As a Child Support Enforcement Specialist with the Department of Human Services (DHS), you will take an active role in helping families secure the financial support they need to thrive. This position lets you make a real difference in the lives of children by guiding key case activities that keep support systems moving forward. You will team up with partners across counties to deliver accurate, timely assistance that families can count on. Your dedication will help strengthen communities and build a more stable future for families throughout the region.

DESCRIPTION OF WORK

This role focuses on evaluating program activities and maintaining productive partnerships that support child support services. You will promote clear communication among agencies and strengthen efforts that assist families in reaching self-sufficiency. As a Child Support Enforcement Specialist, you will perform the following duties:

  • Report Preparation: Prepare reports, recommend inter-agency contacts, and complete administrative duties involving recommendations of good cause, client noncooperation, and compromise of arrears issues
  • Staff Training: Provide training on systems such as the Electronic Client Information System (eCIS) and the Acknowledgement of Paternity (AOP) program, and explain new initiatives
  • System Monitoring: Monitor automated systems to ensure data integrity, evaluate case data, and support proper payment distribution, Financial Exception Requests (FXR) dispositions, and Excess Over Unreimbursed Assistance ( EOURA) case decisions
  • Case Analysis: Perform case audits, compute refunds, execute case reviews, and investigate client inquiries
  • Agency Representation: Represent the department in hearings, prepare materials for hearings, and offer technical assistance to Domestic Relations Sections and County Assistance Offices

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Home Headquartered: This is a home headquartered position. You will be required to travel to Lancaster, Lebanon, and York counties and must reside in or be willing to relocate to one of these counties by the start of employment. During the probationary period, it is required to report two days per week to an office in Lancaster, Lebanon, or York County. Location will be based on the selected candidate. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

QUALIFICATIONS

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Minimum Experience and Training Requirements:

  • Four years of experience in a domestic relations office which included the interpretation, application and explanation of policies and regulations and analysis of information; or
  • A bachelor’s degree; or
  • An equivalent combination of experience and training including one year in a domestic relations office which included the interpretation, application and explanation of policies and regulations and analysis of information.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Other Requirements:

  • You must live in or be willing to relocate to one of the counties of primary assignment by the start of employment: Lancaster, Lebanon, or York county.

  • You must be able to perform essential job functions.

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
