THE POSITION

This Human Resource Analyst 1 serves as one of the Regional Time Advisors in the HR Office for Transportation, Employee Relations and Workforce Support Division. DESCRIPTION OF WORK
As a Human Resource Analyst 1 serving as a Regional Time Advisor in the field of time and attendance, you will work directly with field human resource officers and central office bureaus to provide policy interpretation on time rules, contractual entitlements, and absence management. Your work will help ensure Department-wide accuracy, consistency, and efficient timely processing. Responsibilities in this role include:
Time Program Oversight: Supervise district timekeepers; manage, monitor, and audit time, attendance, and work schedule functions- Technical Assistance: Research, analyze, and resolve complex errors within the department’s custom interfaces and interconnected systems
- Program Guidance: Maintain complete understanding, interpret, and provide advice on time and absence matters related to union contracts, bargaining unit rules, multiple shift and 24/7 operations, union side letters, temporary working out of class, and alternate work schedules
- Policy Support: Review and analyze current practices; draft new policies for approval; distribute answer questions about new and revised policies
- Training Delivery: Create and present training for various audiences on time management tools, rules, and systems; review manuals and related documents to ensure all information is accurate and up to date
- Coordination Duties: Ensure timely communication with employees, supervisors, and managers; serve as a liaison between central offices and field teams

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of paraprofessional analytical experience and a bachelor’s degree; or
- An equivalent combination of experience and training.
Other Requirements:
- This particular position also requires a minimum of six months of full-time paraprofessional experience performing timekeeping or payroll administration duties.
