We are looking an adaptable, independent, self-starter with supervisory skills and knowledge of financial practices and budget management to fill this County Fiscal Officer 2 position. DESCRIPTION OF WORK

In this role, you will supervise, coordinate, and perform budgetary and fiscal functions; facilitate communication with service providers and other teams within Allegheny County DHS to gather and update fiscal and non-fiscal data; and ensure timely payment to contractors and providers. Responsibilities involve supervising the work of BFMBR staff, contracting new provider set-up and contract modifications, and specific accounting and fiscal functions.

Your supervisory duties will include delegating and participating in work, conducting performance reviews, and other supervisory tasks as assigned. Contracting new provider set-up and contract modification involves reviewing and approving allocation summaries, collaborating with providers and other DHS offices to complete the budgeting process and contracting processes, and performing re-budget and contract modifications for providers throughout the fiscal provider lifecycle, as needed. As accounting and fiscal duties, you will complete proper forms for initial contracts and amendments; assign proper accounting strings to services; update and input correct and relevant invoice, budget, and provider information; and approve provider claims in our master repository program module. This includes reviewing, processing, and tracking invoices; determining and recording journal entries; redistributing cost within our system, as necessary; and assisting in month end, quarterly and year-end accounting closings, as needed.

You will also verify that the contracts, re-budgets, or modifications have been correctly entered into our system by the County Controller’s Office, as well as review, analyze, communicate, and report fiscal and operational data to the DHS Bureau of Contracts and Compliance (BCC) and the DHS/BFMBR. Work relies on maintaining functional and working knowledge of computer based applications and systems through which all work is processed.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch. Scheduled hours can vary depending on the needs of the regional offices.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week, after six months of employment. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a County Fiscal Officer 1; or
  • Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
  • Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

  • Hiring preference for this vacancy may be given to candidates who live within Allegheny County. If no eligible candidates who live within Allegheny County apply for this position, candidates who reside in other counties may be considered.

Legal Requirements:
  • A conditional offer of employment will require a medical examination and a drug screening.
