DESCRIPTION OF WORK

In this vital position, you will play a key role in helping consumers secure emergency housing and support, ultimately guiding them towards self-sufficiency. You will work both independently and collaboratively within a team, requiring strong organizational skills and attention to detail. Your responsibilities will include the fiscal management and reconciliation of housing-related grants, such as the Emergency Solutions Grant, Continuum of Care, Home4Good, Homeless Assistance Program, Phare, and SOR. This entails preparing and submitting invoices, fiscal status reports, and other necessary documentation, as well as calculating match requirements for each grant. Accurate entries must be made in agency ledgers to reflect administration and care management time billed to the various grants, ensuring that all work is organized to meet reporting deadlines.

Additionally, you will manage the fiscal maintenance and reconciliation of the System of Care Grant, which includes preparing monthly and annual reports and making appropriate entries in the general ledger to record revenue from both the grant and local funds. Collaboration on program implementation and budgeting will also be a key aspect of your role.


Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • May have irregular hours, including evenings, weekends or holidays.
  • Employee may have overnight travel or out of county travel for meetings or training.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Two years as a Fiscal Technician and six college credits in accounting; or
  • Five years of bookkeeping experience and six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or
  • One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.

  • You must be able to perform essential job functions.

Legal Requirements:
  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
