Description
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of experience in reviewing, monitoring, determining eligibility for, or administering he Supplemental Nutrition Assistance Program, Kentucky Transitional Assistance Program, Medical Assistance, Child Care Assistance Program, or other public assistance programs.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Experience in social work, counseling, providing direct services to individuals and/or families (i.e., employment services, community action agencies), or experience in reviewing, monitoring, determining eligibility for and/or administering the Supplemental Nutrition Assistance Program, Kentucky Transitional Assistance, Medical Assistance Child Care Assistance Program, or other public assistance programs will substitute for the required education on a year-for-year basis
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is typically performed in an office setting. Occasional travel is necessary.

Responsibilities And Duties Include But Are Not Limited To
- Manage Supplemental Nutrition Assistance Program (SNAP) Employment and Training program operations, including state plans, contracts, and compliance with federal and state regulations.
- Develop and maintain policies and procedures based on legislative and regulatory requirements.
- Prepare and submit required federal reports, plans, and budgets.
- Serve as liaison with staff, partners, and community organizations to ensure program implementation.
- Oversee partner contracts, deliverables, and funding, including outreach and expansion efforts.
- Analyze data, monitor performance, and address program trends and quality issues.
- Provide training, technical assistance, and guidance to staff and stakeholders.
- Support system improvements and ensure alignment with program policy.
- Represent the agency in meetings and collaborations.
- Perform other duties as assigned.
- Strong verbal and written communication skills.
- Effective organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
- High attention to detail and accuracy in completing work.
- Ability to manage high workloads and perform well under pressure.
- Strong problem-solving and analytical skills.
- Advanced knowledge of SNAP and related policies and regulations.
- Experience determining SNAP eligibility and reviewing cases using Worker Portal.
- Ability to interpret and apply state and federal SNAP policy.
