The Department of Human Resources is seeking a Health and Safety Administrator in Franklin County to administer and coordinate statewide health, safety, and workplace compliance programs for the Kentucky Court of Justice. Responsibilities include providing guidance on occupational safety, ergonomics, workers’ compensation, emergency management, continuity of operations, ADA, and other state and federal requirements.

The position also provides training, conducts or assists with workplace assessments and investigations, and serves as a resource to court personnel and leadership. Statewide in-state travel and regular coordination with the Department of Court Facilities are required.

Duties and responsibilities include, but are not limited to the following:

  • Administers the KCOJ occupational health and safety program; monitors OSHA and other federal and state workplace safety requirements; conducts or coordinates inspections in response to safety or accessibility complaints; identifies hazards and recommends corrective action.
  • Conducts workplace safety, accessibility, and ergonomic assessments; recommends improvements involving accessibility, workstation design, equipment, work practices, environmental conditions and injury prevention.
  • Inspects prospective leased spaces with the Department of Court Facilities and prepares reports identifying ADA, OSHA, and other health and safety concerns and recommended corrective actions or modifications.
  • Administers the workers’ compensation program, including claims coordination, employee and supervisor communication, medical treatment, third-party administrator and provider coordination, records, trend identification, injury prevention, and return-to-work initiatives.
  • Supports ADA Title II compliance, including accessibility assessments, reasonable modification processes, documentation, and implementation of approved accommodations; serves as a backup and support resource to the Agency ADA Coordinator.
  • Supports compliance with the Pregnant Workers Fairness Act, including guidance and assistance with reasonable accommodation requests and consistent policy administration.
  • Oversees the KCOJ drug-testing program, including testing coordination, records, employee and supervisor communication, and vendor and service-provider coordination.
  • Supports emergency management and workplace preparedness, including emergency procedures, response resources, preparedness activities, and training; serves as primary Emergency Management contact.
  • Supports KCOJ Continuity of Operations (COOP) planning and assists statewide offices with identifying critical functions, operational risks, continuity strategies, and recovery needs.
  • Develops and conducts training related to workplace safety, ergonomics, emergency preparedness, workers’ compensation, accessibility, workplace compliance, and other assigned health and safety topics.
  • Conducts or assists with workplace investigations and reviews involving safety, employee injury, environmental or safety concerns, and other matters within the position’s scope; documents findings and recommends corrective action.
  • Serves as primary contact for OSHA, EPA, and other third-party investigations or inquiries.
  • Conducts and coordinates periodic safety inspections and follow-up reviews; documents hazards, tracks corrective actions, and works with responsible offices and the Department of Court Facilities to resolve concerns.
  • Provides statewide technical assistance to elected officials, supervisors, employees, and members of the public regarding health, safety, accessibility, emergency preparedness, workers’ compensation, and related compliance matters. Travels throughout Kentucky as needed to support approximately 400 Court facilities.
  • Other duties as assigned.

Minimum Requirements

EDUCATION: Bachelor’s degree in occupational safety, environmental health, health and safety, emergency management, public administration, human resources, business administration, or a related field.

EXPERIENCE, TRAINING, OR SKILLS: Three years of job-related experience in occupational health and safety, workplace safety, workers’ compensation, ADA/accessibility compliance, emergency management, risk management, employee health and safety, or a related field.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Additional related education or work experience will substitute for the minimum requirements on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess and maintain a valid driver’s license. Certification preferred but not required. May include ASP, CSP, or another nationally recognized health and safety, emergency management, accessibility, risk management, or human resources credential.

Working Conditions

Work is primarily performed in an office setting and requires regular on-site attendance. Primary duty location is Frankfort, Kentucky; workstation may be assigned closer to the employee’s residence based on operational needs. Requires light physical activity, including sitting, standing, walking, bending, stooping, kneeling, crouching, and reaching. Requires ability to conduct workplace safety and ergonomic assessments. Requires occasional stair and ladder climbing and ability to navigate office, storage, and other facility areas. Requires ability to occasionally lift, carry, push, or pull up to 25 pounds. Requires ability to inspect work areas and equipment, including by reaching, bending, or positioning the body to identify hazards. Requires statewide travel and ability to walk through facilities for extended periods for inspections, assessments, training, or other duties. Flexible hours may be required to support operations
