The Kentucky Infrastructure Authority (KIA) is seeking a contractor-based GIS Analyst to support and maintain the Commonwealth’s water and wastewater mapping efforts. Kentucky’s water and wastewater infrastructure data is managed within the Water Resources Information System (WRIS) which is managed by KIA.
The successful candidate will help deliver GIS solutions and excellent customer service. They will be a systems thinker who: (1) loves to understand the "why" of problems, (2) enjoys working with others to help provide cost-effective solutions, and (3) enjoys sharing and learning new GIS and technology skills. KIA has a collaborative work environment; focused on state-level water and wastewater system planning, funding, and development. This position is on-site but allows remote work for up to 2 days per week.

This position will be responsible for updating, reviewing, analyzing, and interpreting large data sets that are part of the WRIS.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree. Applicant must have successfully completed six semester hours in computer science, data processing, or geographic information system courses.
EXPERIENCE, TRAINING, OR SKILLS: Three years experience in a technology or GIS-related field.
Substitute EDUCATION for EXPERIENCE: A master's degree in GIS-related field will substitute for two years of experience.
Substitute EXPERIENCE for EDUCATION: Additional experience in a technology or GIS-related field will substitute for the bachelor's degree requirement on a year-for-year basis OR Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis.

We need someone with the passion and skills to help fulfill the following roles:
- Infrastructure Mapping – The successful candidate must have at least four years of experience developing and maintaining complex GIS data and maps. This includes data editing (preferably including data design and management as well), map production and web or mobile map creation. Strong experience with the ESRI technology stack is required. Experience using ArcGIS Pro is preferred.
This position will be responsible for updating, reviewing, analyzing, and interpreting large data sets that are part of the WRIS.
- Geodatabase Design and Management – KIA is looking for a candidate with a natural interest and skills in geodatabase design and management. The successful candidate should have demonstrated work examples that include design, implementation, and management of complex geodatabases. Ideally, this would include the creation of metadata and other elements of data governance.
- Geodatabase Management
- Creation and maintenance of ArcGIS file-geodatabases.
- Loading spatial data into enterprise geodatabases.
- Performance of advanced editing and spatial queries using ArcGIS.
- Cloud-based geospatial content management
- Publishing of GIS feature services on ArcGIS Online.
- Creation of webmaps and feature services using ArcGIS Online.
- Configuration of dashboards and simple applications on ArcGIS Online.
- Automation using Python.
- ArcGIS Notebooks.
- DOS and other command line interfaces.
