This position is within the Division of Water, Water Infrastructure Branch. The branch program responsibilities include municipal planning, engineering, and water infrastructure funding. The Environmental Scientist we are seeking will work in the Municipal Planning Section in Franklin County.

Holders of the Environmental Scientist II position will complete tasks such as:

  • Developing and evaluating environmental, mining, natural resource and/or energy programs, agency guidelines, and procedures relating to water utility planning. Provides technical assistance and non-technical assistance to a wider audience.
  • Oversees, determines, develops, and implements environmental plans or projects for regulatory compliance.
  • Conduct the financial and managerial portion of the Drinking Water Sanitary Survey.
  • Assess drinking water system's managerial and financial capacity and assist systems in maintaining, or regaining, capacity.
  • Participate in the State Revolving Fund process.

Desired candidates possess the following requisite skills or experience applicable to the position:

  • Experience with the Safe Drinking Water Act and conducting the drinking water Sanitary Survey.
  • Experience with the State Revolving Fund, or other federal or state funding programs.
  • Use of Microsoft software and general use of Geographic Information System tools.
  • Experience with Environmental Impact reviews.
  • Clear communication skills and strong interpersonal skills, ability to communicate technical and non- technical subjects to a wider audience.

Additional position information: Applicants must have a valid driver's license. In this position, applicants will be traveling throughout the state and will be interacting with water utility operators, managers, mayors, city council members and commissioners. Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS: One year of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE: Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which require the following of safety procedures.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
