Description
The Office of the Attorney General, Department of Child Support Services (DCSS), is seeking a Child Support Specialist I in the State Parent Locator Service / Intergovernmental Section. This is an entry level position which allows for the development of knowledge and understanding of the Child Support Program’s policies, procedures and operations. The Child Support Specialist I performs basic child support casework to locate child support participants and to process interstate petitions and requests.
The ideal candidate will demonstrate dependability, excellent communication skills, strong attention to detail and a desire to acquire new skills and knowledge regarding child support policies and processes. The Child Support Specialist I will work collaboratively with other staff members assigned to the State Parent Locator Service / Intergovernmental Section, contracting official staff and other state agency staff to ensure the successful location of child support participants and/or processing of other states’ child support petitions and requests.
Key Responsibilities
EDUCATION: Must complete two years (54 semester hours) from a college or university.
EXPERIENCE, TRAINING, OR SKILLS: NONE
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Administrative work, clerical office work, work dealing directly with the public, or experience in reviewing, monitoring, determining eligibility for, and/or administering Food Stamps, the Kentucky Transitional Assistance Program, Medical Assistance, Child Support, or other public assistance programs will substitute for the required college on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Performs job duties in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.

Key Responsibilities
- Initiates and processes interstate petitions and requests within required timeframes.
- Initiates and processes location requests within required time frames, utilizing system resources such as the Federal Services Portal, Justice Exchange, CLEAR, QUICK, IRG, Worker Portal, ISEP and Social Media sites.
- Performs basic child support casework relating to Central Registry/Intergovernmental and/or State Parent Locator Service cases as assigned.
- Locates new addresses for returned mail from system generated documents and remails the documents to the newly located addresses.
- Develops a working knowledge of state and federal regulations and child support policy and procedure in general with a focus on Intergovernmental and State Parent Locator Service processes.
- Assists state and contracting official staff in reconciliation of issues related to intergovernmental cases and location.
- Responds to inquiries from child support participants, state and contracting official staff, and other state agencies.
- Willingness to learn child support processes, policy and procedure and federal and state laws and regulations in relation to location of child support participants and intergovernmental cases.
- Excellent communication skills with the ability to communicate with both professionals and non-professionals with respect to child support matters.
- Ability to meet deadlines and complete tasks in a timely manner with minimal oversight.
- Strong analytical and problem solving skills with the ability to identify deficiencies and propose sound and practical solutions.
- Ability to work well with others and contribute to a cooperative team environment.
- Discretion, integrity, and professionalism in handling sensitive or confidential matters.
