Description
The Kentucky Department of Juvenile Justice is a multi-faceted agency that serves juveniles of the Commonwealth. Responsibilities include, but are not limited to, the following: Oversees and provides technical assistance to staff in the procurement of goods and non- professional services. Assists with the establishment of personal service contracts for professional services to include the request for proposal, competitive negotiation, and award processes and/or complex requisitions for technical non-professional services that exceed the assigned Small Purchase Authority for approval by the Finance & Administration Cabinet; Assists with the evaluation and negotiation processes of proposals. Monitors purchases made for conformance with the Model Procurement Code (KRS 45A). Reviews, audits, and approves the procurement documentation and/or eMars documents for compliance with laws, regulations, and policy. Receives invoices, audits for accuracy, and makes assigned payments. Creates invoices and bills for DJJ provided services. Provides technical assistance to management and staff concerning procurement law, regulation, and policy. Monitors agency purchasing pattern and researches issues. Coordinate with staff to determine need and determine procurement options for best value. Establishes Request for Proposals, Request for Quotes, and Contracts in compliance with KRS 45A, regulation, and policy including from development to eMars execution. Scores RFP/RFQ cost proposals. Provides technical assistance to Management and staff. Completes federal, state, or agency-mandated reports, request for information, projections, policy review and/or special projects or assignments as needed. Completes audits of Youth Activity Funds and other funding sources as assigned to ensure as allow ability of purchases, required documentations, required approvals, and compliance with laws, regulations, and policy. Attended meetings and trainings, represents the agency at meetings, and makes presentations as assigned. Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of purchasing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required college on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.
