Position Summary
The BSA/AML/OFAC & Compliance Officer is responsible for administering and maintaining the Bank's Compliance Management System (CMS) and BSA/AML/OFAC compliance program. This position ensures compliance with applicable federal and Texas banking laws, regulations, and regulatory guidance by overseeing compliance monitoring, risk assessments, regulatory reporting, policy development, employee training, and regulatory examinations. The Officer serves as the Bank's primary compliance resource and advises management on regulatory matters and emerging risks.
Essential Responsibilities
BSA/AML/OFAC
- Serve as the Bank's designated BSA Officer.
- Administer and maintain the Bank's BSA/AML/OFAC, CIP, CDD, and EDD programs.
- Conduct and update the Bank's BSA/AML/OFAC Risk Assessment.
- Manage automated BSA monitoring systems, including system parameters, monitoring, and below-the-line testing.
- Investigate suspicious activity and ensure timely filing of SARs, CTRs, and other required FinCEN reports.
- Administer FinCEN 314(a) and 314(b) requests.
- Oversee customer risk ratings, enhanced due diligence reviews, and OFAC compliance.
- Maintain complete investigative documentation and examination-ready records.
- Other duties as assigned.
Compliance Management
- Administer and maintain the Bank's Compliance Management System (CMS).
- Monitor changes to federal and Texas banking laws and implement necessary policy and procedural updates.
- Conduct compliance risk assessments, monitoring, and testing across business lines.
- Review consumer disclosures, products, services, marketing materials, and account documentation for regulatory compliance.
- Coordinate regulatory examinations, audits, and corrective action plans.
- Prepare compliance reports for Executive Management and the Board of Directors.
- Provide compliance training and regulatory guidance to employees and management.
- Participate in compliance reviews for new products, services, vendors, and technology.
- Other Compliance duties as assigned.
Consumer Compliance Oversight
Oversee or support the Bank's compliance efforts related to:
- Fair Lending regulations
- Community Reinvestment Act (CRA)
- Truth in Lending Act (TILA)
- Real Estate Settlement Procedures Act (RESPA)
- Equal Credit Opportunity Act (ECOA)
- Home Mortgage Disclosure Act (HMDA)
- Unfair, Deceptive, or Abusive Acts or Practices (UDAAP)
- Other applicable consumer compliance protection laws and regulations
Minimum Qualifications
- Bachelor’s degree in business, Accounting, Finance, or a related field preferred.
- Minimum of 3 - 5 years of banking experience in compliance, BSA/AML, audit, risk management, regulatory compliance, or financial crimes.
- Strong knowledge of Federal and Texas banking regulations, BSA/AML requirements, OFAC, FinCEN reporting, and Compliance Management Systems.
- Experience with compliance and BSA monitoring systems preferred.
- Professional certification (CAMS, CRCM, CFE, CIA, CFCS, or similar), or willingness to obtain.
- Proficiency in Microsoft Office applications, including Microsoft Copilot.
- Excellent analytical, organizational, communication, and problem-solving skills.
- Ability to maintain confidentiality and exercise sound judgment.
Physical Requirements
- Ability to work at a computer for extended periods.
- Occasional travel, including overnight travel, for branch visits, examinations, training, and professional development.
- Ability to occasionally lift up to 20 pounds.
