Job Summary
Lead and contribute to implementation and maintenance of an effective CRA compliance program for the Bank. Develop, Oversee and Quantify Small Business & Community Development initiatives commensurate with Large Bank CRA needs. Assist with CRA data collection and reporting functions in compliance with CRA requirements and best practices.
Essential Duties and Responsibilities
- Responsible for oversight of the CRA Department’s day-to-day functions in the areas of Lending, Investment, and Service.
- Oversight of the collection and qualification of small business loan data with a high degree of efficiency and accuracy.
- Review, determine, and collect data for small business & community development loans.
- Prepare CRA performance analysis and generate an annual performance assessment based on the Bank’s performance in CRA for the prior year. Present analysis reports on the Bank’s performance to Senior Management.
- Ensure that the Bank stays in compliance with all regulatory deadlines including the submission of the CRA data by March 1st of every year.
- Train CRA departmental staff and Bank personnel.
- Assist in the management of the grant charitable contribution functions.
- Interact with auditors/examiners during an audit/exam.
- Responsible for updating and maintaining the Bank’s CRA Public File.
- Establish and maintain relationships with various community based charitable, and nonprofit organizations and activities.
- Assist in the assessment of community credit needs, attend community events and functions.
- Prepare a budget for loan purchases by assessment area and obtain approval from Senior Management. Lead and manage the purchase of mortgage loans made to low-and moderate-income borrowers as needed from third-party sellers. Manage loan purchase process including due diligence, receipt of loan documents, OFAC checks, and HMDA data.
- Develop Federal Home Loan Bank’s community programs, such as, Workforce Initiative Subsidy for Homeownership (WISH), Middle-Income Downpayment Assistance, Access to Housing and Economic Assistance for Development ) AHEAD, and the Empowering Homeownership matching grant program.
- Supervise the Bank’s Assistance Program, including reviewing the documentation to ensure that loans qualify for grants.
- Act as backup for CRA staff and prioritize requests made by the CRO
Community Involvement
- Serve on Community Development Board(s) and participate in CRA and Risk Mtgs
- Volunteer with qualifying non-profits to secure adequate service hours.
- Actively participate in facilitating LMI loans and Investments qualifications
- Participate in FDIC’s Alliance for Economic Inclusion (AEI)

EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in business administration, marketing or closely related field; or eight years related sales, account management, lead or supervisory and banking operations experience and/or training; or equivalent combination of education and experience.

- Proficient in many software programs such as MS Outlook, Word, Excel & PowerPoint
- Working knowledge in CRA Wiz and nContracts.
