POSITION SUMMARY: The CRO will develop, coordinate, and implement climate resilience strategies for the Comanche Nation. This position will lead risk assessments, build consensus, coordinate with agencies and partners, and create the Nation’s first strategy focused on flood, drought, wildfire, and tornado vulnerability.
Contract Terms: 2 years (October 1, 2025 — September 30, 2027)
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Risk Assessment & Inventory
- Conduct environmental risk assessments and analyze vulnerability
- Map tribal assets and climate exposure zones
Strategic Planning
- Lead creation of the CN Climate Resilience Plan
- Align with regional planning while preserving tribal sovereignty
Outreach & Engagement
- Build partnerships with tribal departments, NGOs, and local governments
- Facilitate community education and outreach
Data & Reporting
- Implement data systems for resilience planning
- Produce quarterly, annual, and final reports
Capacity Building
- Coordinate with BIA, FEMA, OWRB, etc. for resilience integration and funding
REPORTS TO: Will Report to the Director of the Comanche Nation Natural Resources Department.
PHYSICAL DEMANDS: The work requires both office and occasional field duties. While performing the duties of this position, the employee is regularly required to:
- Sit, stand, and walk for extended periods during office tasks and outreach activities.
- Use hands and fingers to operate computers, phones, and standard office equipment.
- Occasionally lift and carry materials or supplies weighing up to 25 pounds.
- Bend, stoop, reach, and move boxes, files, or presentation materials as needed.
- Occasionally work outdoors during events, workshops, or livestock-related activities, which may
- involve exposure to various weather conditions.
- Maintain the physical and mental ability to travel to off-site meetings, workshops, or
- agricultural facilities as required.

QUALIFICATIONS:
Minimum Qualifications
- Bachelor's degree in climate/environmental science, emergency management, planning, or related
field
- OR equivalent professional experience demonstrating subject-matter expertise (e.g., 5
years in tribal resilience, hazard mitigation, and environmental planning)
- At least 3 years of related work experience
- Proficiency in GIS, federal datasets, and risk analysis tools
- Strong communication skills, including technical writing
Preferred Qualifications
- Experience working with tribal governments
- Familiarity with 25 CFR Part 900 (PL 93-638)
- Experience with FEMA, EPA, DOE, or BIA resilience programs
