Calculator, computer, computer software (e.g., Microsoft OfficeMicrosoft Teams, Microsoft Vizio, Yardi, OnBase, SharePoint, OnCue, Dynamics, US Bank Software, Affordablehousing.com, ADP, Adobe Reader, and other applicable computer software), mobile phone, fax machine, copier, scanner, telephone, and other standard modern business office equipment. 

 

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS: 

Employee ascends and/or descends ladders, stairs, or scaffolds; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from unclean or unsanitary conditions, electrical shock; works in or around crowds; has contact with potentially violent or emotionally distraught persons or vicious animals; has exposure to hot, cold, wet, humid, or windy weather conditions; exposure to hazardous driving conditions; has exposure to second-hand smoke; this is considered light work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings. 

 

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend. 


JOB DESCRIPTION AND WORKER CHARACTERISTICS: 

JOB DUTIES in order of importance 

 

Responsible for conducting required inspections for the Housing Choice Voucher (HCV) Program to ensure compliance with HUD’s National Standards for the Physical Inspection of Real Estate (NSPIRE). Employee tracks and processes all unit abatements in accordance to HUD and CMHA policy. Employee works with considerable independence in accordance with CMHA and HUD regulations, policies, and procedures. Duties are independently performed with minimal supervision but are subject to subsequent evaluation by management for completeness, accuracy, and compliance with HUD and CMHA policies and procedures. Advises clients and owners of NSPIRE and CMHA inspection policies and procedures. 

 

 

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101: 

 

35%(1) Performs quality control, initial, annual, or special inspections to ensure unit compliance with CMHA and HUD NSPIRE standards. 

 

25%. (2) Completes internal inspection logs and other reports to document and track the status and results of inspections. Process all abatements timely and notify HCV team when a Housing Assistance Payment (HAP) contract is cancelling due to inspection results, and a voucher needs to be issued. Prepares Intent to Terminate (ITT) documents as needed in preparation for hearing requests. Pulls inspection documentation for legal or other requests as needed. 

 

20% (3) Completes inspection reports, prepares internal inspection reports to assess quality of third-party inspectors performance, sends correspondence to owners regarding results of inspections.  

 

15% (4) Acts as a cultural ambassador for the organization. Implements strategies to ensure that the organizational mission, vision and values are exemplified within the department. Works with the community to advance partnerships and organizational positioning through the system. 

 

(5) Attends meetings and serves on committees, as directed; attends training and seminars, as directed. 

 

(6) Demonstrates regular and predictable attendance. 

 

(7) Maintains required licensure and/or certification. 

 

(8) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential  functions.

Skill in: computer operation; use of modern office equipment; customer service; organization, planning, and time management.
