Under direction, is responsible for the purchase and procurement of supplies, materials, equipment, and various services related to District operations; performs related duties as required.
Duties

Possession of a bachelor's degree and three (3) years' experience in purchasing and contracting for goods and services or financial record keeping. Substitution(s): Possession of professional certification as a Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM) by the Institute for Supply Management, a Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) by the Universal Public Procurement Certification Council, or a Certified Professional Contract Manager (CPCM) by the National Contract Management Association may be substituted for the educational requirement. Additional experience as specified above may substitute for up to two (2) years of the educational requirement on a year-for-year basis.
Possession of a valid motor vehicle operator's license.
Knowledge, Skills, And Abilities
Thorough knowledge of public bidding, contracting, and purchasing; considerable knowledge of procurement application software; general knowledge of regulatory requirements and District policy related to purchasing and procurement including minority business inclusion; ability to operate a computer and related software; ability to review and analyze bid proposals; ability to maintain accurate records; ability to effectively communicate, orally and in writing; ability to maintain working relationships with District staff, vendors, public purchasers, government officials, and others; ability to research and write reports and bid specifications.

Duties

- Prepares bids by developing contract terms and drafting bid language to be in compliance with Board Policy and the Ohio Revised Code (ORC); provides direction to District personnel regarding procurement requirements;
- Performs analysis of supplier proposals by comparing supplier responses to a solicitation such as invitations to bid (ITB), requests for quotation, (RFQ) and requests for proposal (RFP);
- Determines which suppliers will provide the best overall value for the District with respect to price, delivery, quality, terms, warranty, use of Local Economically Disadvantaged Enterprise (LEDE) suppliers, etc.;
- Performs analysis of potential suppliers using customer input, supplier references and data, past supplier history, LEDE status, geographical location, the ORC, etc.; communicates with suppliers regarding submissions for solicitations;
- Determines suppliers that will be used to provide products and services to the District for both single engagement and long term contracts;
- Assists in the evaluation of supplier performance to ensure compliance with contract stipulations; may work with vendors to resolve issues and initiate corrective actions as needed;
- Communicates with vendors of large dollar contracts for various commodities and services to ensure that suppliers are meeting established performance levels;
- Develops and maintains appropriate communication and relationships with all departments and officials of appropriate agencies;
- Resolves problems, situations, or issues in a collaborative, tactful, courteous, and respectful manner;
- Implements District policies for outreach ensuring that LEDE vendors have an opportunity to participate in contracting and procurement opportunities;
- Prepares required documentation and reports;
- Maintains current knowledge of regulatory standards and District policies related to purchasing and procurement functions.
