Position Title: Member of the Citizen Transportation Advisory Committee (CC Rider/Transit)

Department or Program Overview: Established December 15, 2004, and with the 2017 passage of the Statewide Transportation Improvement Fund (STIF), the new dedicated source of funding for expanding public transportation service in Oregon, the county's Citizen Transportation Advisory Committee has taken on added responsibilities. In addition to making recommendations to the Board of Commissioners on matters relating to the transportation needs of veterans, seniors, commuters, students, and people with disabilities, the committee will also review proposed new projects and make funding recommendations using criteria specified under STIF.

The Committee shall consist of seven members appointed by the Board of County Commissioners (the Board). Appointments are staggered to ensure continuity. Terms are for 3 years.

Meeting Schedule and Location: Quarterly at the Transit Department or other designated location.

General Statement of Duties:

  • Members shall adhere to membership requirements.
  • Members shall attend regular meetings and any meetings of the subcommittees to which they are appointed.
  • Members shall come prepared to achieve meeting objectives described in the published agenda, focus on the agreed scope of the group operation, and listen to and appreciate a diversity of views and opinions.
  • Members shall adhere to all state laws, rules, and regulations regarding conflict of interest and rules of ethics for public officials.
  • The committee shall promote and educate the public on the acceptance and usage of the transit system.
  • The committee shall assist the Board in tasks and duties supporting local and regional transportation services funded through STIF.
  • The committee shall act in an advisory capacity to the Board with respect to the Columbia County Transportation System (CCRider).
  • The committee shall adopt and adhere to policies and procedures which shall not be inconsistent with the Ordinance or applicable laws, rules or regulations.

Qualifications:

  • Applicants must represent users of public transportation, the business or economic development communities, a local government, or a provider of human services.
  • Reside or work in Columbia County.
  • Be knowledgeable about the public transportation needs of residents or employees located within or traveling to and from the county.

Position Reports To: The Director of Transit is appointed to manage and staff the committee and act as liaison between the committee and the Board.

Expectations: Be reliable, act responsibly and with integrity, be accountable for your actions, carry out duties according to the position description, be committed to Columbia County and your tour of service, undertake training as required, ask for support when needed, be courteous to participants, staff, other volunteers and value and support other team members.

Additional Training: Volunteer Orientation training will be provided.
