State Classified Hourly No Description of Work Unit

Trade Maintenance Services exist to support Facilities Management, Administration Services Division, and Colorado State University strategic plans. To provide, within the limit of its allocated resources, quality trades maintenance services, which includes all structural, mechanical, and electrical systems, and small construction project management. These services are to create and maintain an aesthetically pleasing and functional environment that meets or exceeds the University’s needs for instruction, research, and outreach.

Access Services exists to provide quality services including but not limited to security, intrusion, panic, and fire alarm systems as well as card access, video systems that contribute to the safety, security, convenience, and quality for the benefit of the University community to support the goals and objectives of the University, Facilities Services and Trades Maintenance Services.

Position Summary

This position will primarily function as a unit supervisor for the Access Services shop and will be accountable for the work production of three full-time equivalent positions, including timeliness, correctness, and soundness. Position assigns daily tasks, monitors progress and workflow, checks the finished work, schedules work, and establishes work standards from day to day. Position provides work lead decisions and approves leave requests. This position also coordinates the work and ensures that the work performed is done in accordance with appropriate plans, codes, specifications and/or agency standards.

This position exists to develop, operate, and manage the CCURE and automated Bosch Security Network for alarm systems hardware associated with life, health, safety, and panic alarm systems. Secondary duties are to provide support services to those individuals providing Card Access and CCTV. This position regularly makes complex decisions at the operational or process level. The results of such decisions serve to preserve the integrity and reliability of critical alarm reporting platforms and serve to follow Policy and Code Compliance, creating a safe comfortable, and secure campus environment.

Minimum Qualifications

Essential Job Duties

Job Duty Category Unit Leader/Shop Supervisor Duty/Responsibility

The position functions as a unit leader/shop supervisor and provides leadership in the development, implementation, and monitoring of daily work unit business goals consistent with University and Facilities Mission Statements.

Determines maintenance projections, fiscal accountability, individual program plans and the development of training needs assessment into a comprehensive business plan.

Conducts annual evaluations and goat setting for individual employees on an annual basis, reviews goals semiannually to confirm adherence on a comparable and conceptual level. Position defines shop programs and provides day-to-day guidance to employees in the delivery of services for programs such as planned maintenance, breakdown, and minor repairs, audits, service, and construction work (revenue) by determining the priority of each service responsibility on a daily, weekly, month, and annual basis. Uses established database programs to assess maintenance backlog and project priorities, as necessary.

Develop, install, and maintain the Bosch/C-Cure/WINPAK and ONSSI Network components. Maintains current Network infrastructure including components such as RPS Server, Bosch Ready key PRO server, Receives, CSUPD workstation, and alarm account database with its associated RPS, RKP, D6200, and C*Cure programming software. Writes hexadecimal code for message protocols via the bidirectional interface between the Bosch receiver and C*Cure dispatch event software. System administration of panels and programming parameters. User Interface with CSUPD dispatchers and staff to provide training and understanding of event display screens on the customized automation. Implements methods to make the existing networks more reliable and cost effective. Participates in planning and establishment of migration process from legacy system to the online to an up-to-date network.

Oversee a better process for the deployment of hard key systems. Works to retire legacy and one-off systems to create a global approach and comprehensive management of old and new mechanical/access hardware that is both sustainable and cost effective.

Percentage Of Time 15% Job Duty Category Installations Duty/Responsibility

Provide oversight and/or carry out an installation schedule for CCTV, keyless access, security alarm, mechanical locks, automated door hardware systems, wireless panic systems, Including quotes, bid documentation, construction, T & V warranty phases and procedures to maximize electronic systems quality and reliability. Schedule hours and methods to provide least disruption of building occupants. Assists in design of such systems as installed by contractors and CSU Construction Services.

Percentage Of Time 10% Job Duty Category Parts/Inventory Management Duty/Responsibility

Keep a supply of critical parts for all Access business related systems and equipment. Order replacement parts using blueprints, trade manuals, and catalogs. Investigate new products for adaptability, reliability, price, and compatibility with existing equipment. Test and analyze new products and new concepts. Awareness of budget constraints and convince management of the products value.

Assist, advise, and contribute to various University committees and design teams as needed. Historically, these include committee and design teams such as the Alarms Safety Committee, Video Surveillance Committee, Card Access Committee, contribute to and/or draft new forms and documents such as revisions to the Alarm Request Forms and Policies. Work with other University entities to establish better methods for conducting business with concepts such as streamlined process, quick and accurate delivery of services, management of data to develop better delivery process and inventory control in all areas related to the Access Services business unit.

Develop, institute, and keep accurate up to date records. Preserve and update testing maintenance files for all intrusion alarm systems. Generate reports for reference regarding system condition: reliability.

Percentage Of Time 5% Job Duty Category Maintenance and Repair Duty/Responsibility

Provide oversight and/or identify and repair problems with electronic systems. Use test instruments including Volt-Ohm-Milliamp meter, tone generators, signal generators, oscilloscope, AC/DC power supplies; mega-ohm meters, logic probes, EPROM programmer, D5200 programmer, impedance meter, decibel meter, and a high voltage ionization calibration instrument. Use of a laptop to generate/update archive database. Upload/download system data and install new and revised software changes. Identify and repair problems with U.S. West and CSU-Telecom lines.

Percentage Of Time 10% Job Duty Category Contractor Support and Blueprint Review Duty/Responsibility

Meet with customers, maintenance personnel, engineers, and others to analyze and determine problems with systems, personnel, and equipment. Review blueprints for new and remodel construction projects. Provide contractor support, monitor progress, and provide T & V services regarding new and existing installations.
