The Lead Business Analyst will play a critical dual role as both a leader and practitioner within PERA’s business analysis function. This individual will be responsible for establishing and promoting best practices, standards, and frameworks for business analysis across the organization, while also providing hands-on leadership and coaching to a team of Business Analysts. In parallel, they will serve as the lead analyst on high-priority initiatives, ensuring the successful alignment of technology solutions with strategic business needs.
As an expert in both business operations and information technology, the Lead Business Analyst will collaborate closely with business stakeholders, IT, and Application Development teams to evaluate business needs and translate them into actionable, high-quality functional requirements. They will drive the analysis of complex systems and processes, recommend improvements, and help shape technology solutions that enhance operational efficiency and support PERA’s long-term goals.

The ideal candidate is a seasoned and strategic Business Analyst with extensive experience in leading business analysis practices within complex, cross-functional environments. They are a natural leader and mentor, capable of guiding a team of Business Analysts by setting standards, providing coaching, and fostering a culture of continuous improvement and professional growth.
They possess a deep understanding of business analysis methodologies (e.g., BABOK), requirements elicitation and documentation, and tools such as Jira, Confluence, or similar platforms, as well as business processes and systems, and communication skills to influence stakeholders at all levels of the organization. Their background includes working on enterprise-scale programs, preferably within regulated or public-sector environments, and a proven track record of translating business strategy into well-defined technology requirements.
Essential Duties and Responsibilities

- Lead the development and implementation of business analysis best practices to ensure consistency, quality, and alignment across projects.
- Mentor, coach, and support a team of Business Analysts to enhance their skills, performance, and professional growth.
- Collaborate with business and IT stakeholders to understand strategic goals, identify needs, and define effective technology solutions.
- Elicit, document, and manage clear, actionable business and functional requirements for complex, high-impact initiatives.
- Facilitate workshops, interviews, and stakeholder meetings to gather insights and ensure alignment on business priorities.
- Analyze and map current business processes, identify gaps or inefficiencies, and recommend improvements or automation opportunities.
- Serve as the lead analyst on key enterprise initiatives, ensuring requirements are delivered on time, within scope, and aligned to business objectives.
- Translate business needs into functional specifications for technical teams, ensuring clarity and feasibility of solutions.
- Support testing and validation efforts by reviewing test plans, participating in UAT, and ensuring delivered solutions meet requirements.
- Act as a liaison between business units and technology teams, ensuring continuous communication and mutual understanding throughout the project lifecycle.
- Contribute to project planning and estimation efforts, providing input on scope, dependencies, and resource needs.
- Stay informed of industry trends and emerging technologies, and evaluate their potential application within the organization.
- Champion a culture of continuous improvement, driving process maturity and advocating for user-centered, value-driven solutions.
Job Qualifications
- Bachelor’s degree (or equivalent years of experience)
- Business analysis certification (e.g., CBAP or similar) is preferred
- 7 years of experience in business analysis is required
- Experience establishing best practices and business analysis methodologies
- Experience in pension, investment management or accounting industries is preferred.
- Relevant fields of study include business analytics, computer systems or information technology.
- Ability to quickly learn the objectives, structures, operations and policies of a new business area.
- Experience determining the explicit and implicit needs and requirements of various stakeholders.
- Proven interpersonal skills and an ability to influence senior leaders and peers.
- Experience creating different level of requirements documentation such as business cases or business requirements, system requirements, use cases, user stories, etc.
- Demonstrated ability to succinctly communicate complex technical information to various stakeholders verbally and in writing.
- Knowledge of business process modeling and business analysis methodologies (e.g., Agile, Scrum, Waterfall) and tools (e.g., Jira, Smartsheet, Confluence)
- Adaptability and willingness to learn new skills.
