POSITION SUMMARY:

The Executive Director is responsible for leading and directing all operations of the Office of Public Guardianship. This includes strategic planning, oversight of administrative staff and guardian-designees, management of budgets and resources, ensuring compliance with statutory requirements, building strong stakeholder relationships, and advocating for the needs of some of Colorado’s most vulnerable indigent adults. The Executive Director serves at the pleasure of the OPG Board. This position is also responsible for ensuring that the office meets the statutory requirements of C.R.S. § 13-94-104 et seq.

ESSENTIAL JOB FUNCTIONS:

Leadership and Administration

  • Provide overall direction and administration of the Office of Public Guardianship (OPG or the Office) in compliance with Colorado statutes
  • Ensure adherence to professional standards and the code of ethics for office employees and guardians
  • Cultivate and maintain relationships with relevant stakeholders
  • Operate and oversee the public guardianship data management system
  • Ensure adherence to eligibility and prioritization criteria for referrals
  • Conduct office management, financial planning, and budgeting for the Office

Staff Supervision and Development

  • Supervise, hire, and terminate office employees
  • Oversee the recruiting process by guiding sourcing strategies, leading interviews, and evaluating candidates to ensure the selection of highly qualified and talented individuals
  • Provide training, guidance, and ongoing support to staff
  • Establish performance expectations and provide ongoing and annual performance feedback
  • Assist employees in setting goals and professional development plans
  • Develop, coordinate, and deliver training programs to ensure consistent professional development and compliance with organizational and legal standards
  • Evaluate and monitor staff attorney compliance with Chief Justice Directives and OPG policies

Program Management

  • Review referrals to the Office
  • Handle and respond to complaints against the Office, including determining whether investigations should be pursued

Financial and Legislative Engagement

  • Secure funding through legislative allocations in collaboration with the General Assembly and Joint Budget Committee and seek outside gifts, grants, and donations
  • Analyze legislation impacting the OPG and advocate for the interests of the OPG and the clients it serves

Outreach and Reporting

  • Lead public education and outreach on the role of the Office and guardian-designees, including responding to requests for information
  • Report on OPG activities, concerns, budget, legislation, policies, and mandates to the OPG Board
  • Report to the General Assembly on the activities of the OPG and the need for guardianship services in Colorado

EDUCATION & EXPERIENCE:

(Experience Only)
At least eight years of professional experience in program administration, personnel management, or related leadership roles. Experience must include responsibility for staff supervision, participation in budget oversight process, and participation in stakeholder engagement communications and strategy.

OR

(Education Experience)
Graduation from an accredited college or university with a bachelor’s degree in public administration, law, social work, human services, or a related field and at least five years of progressively responsible experience in program administration, personnel management, or related leadership roles.

Preferred Qualifications:

  • Familiarity with state government operations, public policy processes, and legislative advocacy is strongly preferred.

SUPERVISORY RESPONSIBILITIES:

The Executive Director is the chief executive of the Office of Public Guardianship and holds full authority over all agency employees. The Executive Director collaborates closely with middle management on key personnel functions, including recruitment, hiring, training, performance management, professional development, and separation of staff, while also managing the Deputy Director and in house counsel.

Executive Director is expected to work with the board of directors, attorney general’s office, legislative liaison, and other government agencies to evaluate and implement an organizational management structure. This includes developing clear reporting lines and management tiers to ensure accountability, distribute workload effectively, and support sustainable agency growth.

TYPICAL PHYSICAL DEMANDS:

Requires sitting, standing, bending and reaching. May require lifting up to 40 pounds. Requires manual dexterity sufficient to operate standard office machines such as computers, fax machines, telephone and other office and/or clinical equipment.

Job Type: Full-time

Pay: $131,822.00 - $141,385.00 per year
