STATEMENT OF DUTIES

General Statement Of Duties:
Provides technical, administrative, and supervisory work in the operation of a Clerk's Office of the Colorado Judicial Branch.

Distinguishing Factors:
The Clerk of Court classification series is distinguished by the overall responsibility and management of the Clerk of Court Office. Receives supervision from a Court Executive or Chief Judge. The Clerk of Court is a classified, non-certified position that is considered at-will and may be terminated at any time with or without cause.

  • A Clerk of Court will spend approximately 80% or more working time on Clerk's Office administration. "Exempt" status in this position is sustained if 80% or more work time is spent on non-line work activities.

The court's three year average caseload will determine the Clerk of Court's classification level. An upgrade in classification level will occur when the three year average caseload exceeds the required "District Court Case Filings or Equivalent" listed below for two consecutive years. Should the caseload fall below the current incumbent's classification level, the classification will remain frozen until the position is vacated, or the caseload meets the qualifications for an upgrade.

FOR COMPUTATION OF CASELOAD:

District and Combined courts add an additional 3% differential to the court's three year average caseload to account for district court case complexity. (Your three year average caseload is 2,000 cases. As a combined court, you would add an additional 60 cases to your total caseload average.)

2.5 county court cases are equivalent to 1 district court case.

ESSENTIAL FUNCTIONS

Assumes all responsibilities designated to the Clerk of Court in the Colorado Revises Statutes.
Establishes expectations and provides employee performance feedback on an ongoing and annual basis.
Assists subordinates in establishing goals.
Evaluates subordinates' goal achievement through conferences or informal meetings.
Recommends subordinate's completion, extension, or termination of employment after the probationary/trial period.
Plans, assigns, coordinates, and reviews the work of assigned personnel.
Oversees and participates in accounting registry funds.
Responds to customer complaints and the most difficult inquiries.
Assists in preparing the annual budget, including writing budget requests and justification.
Oversees and maintains the court docket.
Prepares all reports as required by the Court Executive, Chief Judge or State Court Administrator.
Maintains case files.
Assists in case flow management.
Some positions may serve as jury commissioner, probate registrar and/or appeals clerk.

Some positions may serve as the only clerk for the court, providing for all functions of the clerk's office, including opening and closing the court for business.

Attends meetings and training as required.

Performs other duties as assigned.

ESSENTIAL FUNCTIONS CONT.

Supervisor Responsibilities:
Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

MINIMUM QUALIFICATIONS

Minimum Education:
Graduation from an accredited college or university with a bachelor's degree in business, public, or judicial administration; social science; or related field and one year of experience in management, administration, or judicial fields.

OR

Graduation from high school or GED equivalent and four years of office, legal, or court clerical experience which must have included one year of supervisory experience over two or more employees.

Physical Demands:
While performing the duties of this job, the employee is regularly required to walk. The employee frequently is required to stand; sit; reach with hands and arms; and perform repetitive motions with wrists, hands, and fingers; stoop, kneel, crouch, or crawl; and talk or hear. The employee is occasionally required to climb or balance. The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.

Work Environment:
While performing the duties of this job, the employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to high, precarious places. Occasionally handles emergency or crisis situations; frequently subject to interruptions, and multiple calls and inquiries. The noise level in the work environment is usually moderate.
