DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT

The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.

Planning Section:
The primary purpose of this position is to provide operational, state-level All Hazard planning services to the division before, during and after emergencies and disasters. This position manages the State Emergency Operations Plan (SEOP) program, which consists of development and maintenance of the SEOP and its components, to include the Base Plan, Emergency Support Function (ESF) and Recovery Support Functions (RSF) annexes, incident annexes, the Resource Mobilization Annex, and other necessary annexes. This position also ensures the SEOP program complies with Emergency Management Accreditation Program requirements, to include planning documentation and maintaining a master SEOP revision schedule. This position provides operational and administrative support to the Colorado Emergency Planning Commission (CEPC), maintains the division’s library of high hazard dam emergency action plans, and coordinates section training with the SEOC Exercise Officer. During SEOC activations, this position may serve in the SEOC Planning Section and may lead or support planning teams and plan development. This position may also be tasked to lead or support other special planning projects as assigned.
Key Responsibilities:
All-Hazards Planning, Coordination, and Analysis
Provides general All Hazards planning services to the Office of Emergency Management before, during, and after emergencies and disasters. This position manages the State Emergency Operations Plan (SEOP) program.
Responsible for development and maintenance of the SEOP and its components, which include:

  • Base Plan
  • Emergency Support Function (ESF) annexes
  • Recovery Support Function (RSF) annexes
  • Incident annexes
  • Resource Mobilization Annex, including the Distribution Management Appendix
  • Other necessary annexes
  • Ensures the SEOP program complies with Emergency Management Accreditation Program requirements, to include:
  • Planning documentation
  • Maintaining a master SEOP revision schedule

This position provides operational and administrative support to the Colorado Emergency Planning Commission (CEPC), to include monthly meetings and the annual Local Emergency Planning Committee (LEPC) Conference. Maintains the division’s library of high hazard dam emergency action plans. This position will also lead or support other special planning projects, such as pre-election security planning.

Special Projects and Duties as Assigned

  • Support the Colorado Emergency Preparedness Assessment
  • Strategic planning
  • Whole community inclusion planning
  • Continuity of operations planning

State Emergency Operations Center Support

  • Serve in the Planning Section during certain SEOC activations, including nights, weekends, and/or holidays when required.
  • Support SEOC Planning efforts through:
  • Incident Support Plan development and production
  • Lead or participate in Lifeline Planning Teams

WORK ENVIRONMENT

  • The standard work schedule is Monday through Friday from 8:00 a.m. to 5:00 p.m., with some flexibility negotiable.
  • A hybrid work model is utilized, requiring in-office attendance on Tuesday, Wednesday, and Thursday, and remote work on Monday and Friday.
  • Overnight travel may be required for purposes such as stakeholder engagement, training, or professional development, typically constituting 10% of total work time.
  • During activations of the State Emergency Operations Center (SEOC), may be required to report to the SEOC during non-standard hours, including nights, weekends, and/or holidays.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE) Experience Only:Seven (7) years of experience in a position that required leading or participating in planning projects, stakeholder engagement, and technical writing.OREducation and Experience:
A Bachelor's degree and three (3) years of experience in a position that required leading or participating in planning projects, stakeholder engagement, and technical writing. OR

A Master's degree and two (2) years of experience in a position that required leading or participating in planning projects, stakeholder engagement, and technical writing.Note:
*Application work history and supplemental questions must clearly articulate relevant professional experience as applicable to the position.
*If using education to substitute for experience a transcript as described under "Complete Applications" must be submitted at the time of application to meet this qualification.REQUIRED SKILLS

  • Strong organizational skills
  • Ability work both independently and as part of a team
  • High proficiency in Microsoft or Google Office products (e.g., Word, PowerPoint, etc.)
  • Presenting to senior leadership or large groups
  • Excellent technical writing skills
  • Ability to set and maintain project schedules

PREFERRED QUALIFICATIONS AND/OR SPECIAL QUALIFICATIONS

  • Experience leading complex planning projects.
  • Experience writing operational plans, especially those focused on homeland security or emergency management
  • Experience interpreting and implementing federal and state laws, regulations, and guidance documents.
  • State government experience

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search.
  • Must have a valid Colorado Driver’s License
  • Must be a resident of Colorado at time of application submission
  • During activations of the SEOC, this position may be required to report to the SEOC during nights, weekends, and/or holidays.
  • This position is grant funded until June 2026 with a probability to being extended beyond this date. The employee will be required to sign a waiver of retention rights at the time of employment.
