Plan and administer the EMS Department’s Paramedic Continuing Education/Re-currency Program, and/or the Community Automatic External Defibrillator (AED) Program/Public Access Defibrillation Program, performs training, Quality Assurance, and related programs both internally and with other departments. The position involves assessing medical performance, identifying training and development needs, developing training plans, developing training schedules, overseeing the logistical aspects of training, and preparing correspondence and reports regarding training, performance, and development programs.
  • Oversees preparation, decontamination, inventory, repair, and/or maintenance of medical equipment and supplies, first aid materials, and vehicles for safe operation; ensures all equipment is tested on a regular basis.
  • Observes, assists, and provides instructions to EMS and Fire Department personnel treating patients.
  • Determines appropriate facility to which patient will be transported; reports nature and extent of injuries or illness to that facility; requests instructions/directions from hospital physician or emergency department.
  • Assists in lifting, carrying, and transporting patient to ambulance and to a medical facility.
  • Observes patient en route and administers care as directed by physician or emergency department or according to published protocol; identifies diagnostic signs that require communication with facility.
  • Communicates effectively and coherently over two-way radio channels while initiating and responding to radio communications.
  • Reports verbally and in writing observations about and care of patient at the scene and in-route to facility; provides assistance to emergency staff as required.
  • Provides first response to emergency calls when other units are occupied with other calls.
  • Rides in ALS units with EMS personnel who are in a training mode; assumes lead role when responding to emergency calls for medical assistance or other emergency situations.
  • Establishes a clear helicopter landing zone for air ambulance transport of patient.
  • Assists in the tracking and assessment of the medical performance aspect of all EMS department paramedics, including Comparison Diagnosis, Skill Performance Evaluations etc.
  • Assists in the development and implementation of training programs for the department; identifies training and development needs by using needs assessments and by conferring with the Medical Director and Training Division Chief.
  • Assists in the preparation, maintenance and distribution of a variety of training related documents and materials; prepares course registration forms; prepares attendance information; compiles data and prepares reports of training programs provided, total training hours completed by employees, etc.
  • Assists in developing training schedules for Fire Department and EMS personnel; formulates lesson plan for continuing education credits.
  • Assists in assessing the impact of current and/or future organizational, technological and/or objective changes.
  • Assists in the development of individual and system wide performance improvement plans.
  • Assists in the development and implementation of all department medical protocols.
  • Assists in the development and provision of all department medical training.
  • Assists in the prioritization and scheduling of training for the Collier County EMS Department Paramedic
  • Continuing Education and Re-currency Program and the comprehensive department training plan.
  • Assists in identifying training resources, to include in-house trainers, local training facilities and institutions, videos, manuals, automated tutorial programs, etc. Maximizes the use of these resources to support training plans.
  • Assists in making the logistical arrangements for planned training; assists in scheduling instructors and/or guest speakers, reserves training facilities and obtains needed equipment, materials and supplies.
  • Prepares and sets up training facilities, to include setting up rooms, furniture, refreshments, equipment, etc. and works to meet specific requests from departments and/or instructors.
  • Assists with scheduling of the EMS Department’s in-service training.
  • Assists in providing and/or supervising training and development courses; observes classes to assess appropriate content; evaluates training effectiveness; and identifies modifications and/or improvements as necessary.
  • Participates in the performance of Quality Assurance (QA) reviews with colleagues and firefighters; reviews QA database to ensure personnel meet all requirements.
  • Assists with and participates in remediation and development of remediation plans for colleagues and firefighters based on trends, medical performance, and QA findings.
  • Participates in the performance of medical field evaluation as needed in accordance with the Paramedic Continuing Education and Re-currency Program.
  • Manages and edits patient records received from the field; ensures proper documentation of patient information and assists in data processing; prepares patient records to include information from administrative functions and from operational/program activities to be received by the Billing Department; reviews documentation to discover and correct billing errors.
  • Associate degree with course work emphasis in emergency medicine including a Paramedic Curriculum required.
  • Five (5) years of progressively responsible training experience in emergency medicine as a Paramedic.
  • Must obtain and maintain County Paramedic credentialing from the EMS Medical Director within twelve (12) months of hire.
  • Candidates without a degree should possess two (2) additional years of related experience.
  • Must meet all promotional eligibility requirements and certifications.
  • Fingerprinting required.

  • LICENSES/CERTIFICATES;
  • May be required to attain and maintain valid Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), EVOC (Emergency Vehicle Operation Course), or other specialized Instructor certifications.
  • Must attain and maintain valid state license as a Paramedic.
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as
Salary offers above the minimum pay grade may be considered based on qualifications. 
Essential Employees may be required to work during an undeclared or declared emergency.  The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
