Job Summary

Provides leadership and oversight in managing the operations, staff, resources, and programs of the Facilities Management Division to ensure safe, efficient, and effective delivery of services. It is responsible for planning, directing, and evaluating divisional activities, including budgeting, workflow management, capital planning, policy development, and customer service, while ensuring compliance with applicable regulations and supporting long-term organizational goals.

Essential Functions

Manages, oversees, and assists with development of Division work plan; organizes and monitors workflow; delegates assignments, work activities, projects, and programs to subordinates.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Provides or coordinates staff training; assists with overseeing intern program participants.

Assists with preparation of short term and long-range management plans; recommends Division goals and objectives; ensures efficient and effective Division performance and facilities operations for profitability.

Evaluates and determines proficiency level of section services and assigned personnel; identifies areas requiring improvement; formulates and executes action plan to correct deficiencies.

Assists with development and implementation of standard operating policies and procedures; reviews and evaluates work methods and safety practices; updates guidelines according to federal, state, or local legislation.

Establishes priorities for performing and/or completing critical work; provides project timelines, schedules, budgets, and approves contractors list.

Maintains divisional work order operating system; compiles daily reports to monitor workflow, reliability, downtime, and efficiencies.

Participates in and oversees the development and establishing of request for proposals, request for quotes, bids, and other purchasing documents to secure annual contracts for goods and services; reviews and evaluates work products; prepares specifications and purchase orders.

Establishes and maintains positive relations with internal and external customers; defines and ensures implementation of service enhancements to meet Facilities Management customer requirements.

Responds to questions, complaints, and requests for information/assistance from the public, tradespersons, contractors, officials, outside agencies and inspectors, employees, supervisors, or other individuals and/or divisions.

Develops, directs, and implements capital and operating budgets for assigned Facilities sections; develops and adheres to schedules and deadlines and monitors progress of annual budget activities; review budget submissions and modify as necessary; evaluate, oversee and manage allocations; prepare/delegate portions of annual budget consolidation process, including summarization of data for review.

Oversees completion and accuracy of County records including personnel, equipment, vehicles, supplies, and other County purchased items; reviews documents processed by subordinates; provides technical assistance as needed.

Manages data quality regarding assigned assets in the County’s asset management program; oversees the and oversees maintenance and the submittal of new and updated data for County and divisional assets.

Draft ordinance revisions, resolutions and executive summaries as required to maintain currency of existing ordinances; receives input for County Attorney’s office and incorporates as appropriate.

Manages the building automation and operations administrative sections of the Facilities Management Division; includes division information technology needs as well as Geographic Information System (GIS) programs.

Makes recommendations for satisfying customer space requirements through building space acquisition and optimization.

Oversees the inventory, leads inventory team that tracks inventory levels, receives, and releases inventory, and monitors demand and analyzes data. Monitors grant activity and coordinates grant applications and follow-up.

Oversees County security contract and program, security card access system, Courthouse screening, Closed Circuit Surveillance and Assistance Call Box monitoring.

Oversees Electronic Inkless Fingerprinting process and procedures, ACSO Power Transfer automation, UPS Remote Monitoring, and Stand-Alone Lightning Detection Weather Radar.

Supervises the development and maintenance of the division's disaster preparedness planning and preparation.

Reviews and adjusts building automation security and access settings to manage proper authorized access throughout the county.

Minimum Qualifications

Bachelor’s degree required.

Five (5) years of related experience.

Candidates without a degree should possess four (4) additional years of related experience.

Fingerprinting required.

Must possess and maintain a valid Florida Driver's License.

Supplemental information

Salary offers above the minimum pay grade may be considered based on qualifications.

Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
