Job Summary
The purpose of this classification is to perform inspections and reviews of County facilities and facilities projects to ensure compliance with approved construction plans, contract specifications, and applicable local, state, and federal codes, ordinances, regulations, and standards. This position ensures that all work and operational conditions meet legal requirements and County expectations for quality, safety, and performance.
Essential Functions
Conducts on-site inspections of County-managed construction, renovation, and repair projects to verify compliance with approved construction documents, applicable codes, and industry standards.
Interprets and enforces compliance with state, county, and local codes, ordinances, and regulations. Identifies deviations and initiates corrective actions, as necessary.
Provides information and technical assistance concerning development plans, construction requirements, non-compliance issues, and related issues; meets with and discusses problem areas with contractors, developers, engineers, architects, and property owners; recommends solutions to problems; responds to questions, concerns, or complaints.
Coordinates inspection activities with internal County Division, external agencies, property owners and contractors. Participates in pre-construction meetings, progress meetings, and project walk-throughs.
Reviews construction documents, including plans, specifications, as-built drawings, and test reports (e.g., density, core samples) to ensure alignment with project requirements.
Performs field verification of construction progress and documents conditions through photographs and written reports.
Conducts inspections to determine the sources, locations, and extent of indoor air quality issues, mold growth, and other biohazards. Collects air and surface samples, interprets laboratory reports, and recommends remediation actions.
Performs inspections for preliminary and final project acceptance. Verifies that all work is completed to County standards and that any damage to public property is addressed.
Reviews contractor payment requests and escrow draw amounts to confirm alignment with completed work.
Minimum Qualifications
High school diploma or GED required.
Three (3) years of related experience.
Fingerprinting required.
LICENSES/CERTIFICATES:
- Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
