Job Summary
Manage clinical branches within the EMS Clinical Division for assigned emergency service personnel and to administer and perform specialized duties associated with Quality Management, Continuing Education, Skills Training, and Research & Development for the Emergency Medical Services Division.
Essential Functions
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; investigates complaints or allegations of misconduct, injuries or accidents against subordinates.
- Manages and coordinates, either personally or through subordinate supervisors, daily activities for assigned shifts of emergency medical personnel; distributes information and relays special instructions.
- Responds to 911 calls for service as the closest ALS provider; provides basic and advanced life support treatment and transportation; assumes unified command at major incidents; requests and manages EMS resources including air ambulance transportation; completes patient care reports according to established protocols.
- Conducts and attends staff meetings and in-service training as required to remain knowledgeable of divisional operations, to promote improved job performance, and to stay current with, including but not limited to, applicable emergency medicine techniques, fire operations, fire prevention, establishing landing zones, state/municipal policies, procedures, codes and laws.
- Serves as a liaison between local first responder and healthcare agencies, participates in local and regional committees, collaborates with local healthcare providers to assure high-quality unified delivery of emergency services.
- Collaborates with local hospitals to gather and analyze patient outcome data, prepares and reports results.
- Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when activities are related to investigations within county jurisdiction.
- Responds to questions and requests for information/assistance from the public, healthcare providers, law enforcement, public agencies, employees, officials, supervisors, or other individuals.
- Stays current with the latest industry education standards and certification requirements, ensuring all programs align with federal, state, and local regulatory guidelines.
- Ensures compliance with relevant federal, state, and local regulatory guidelines.
As assigned to Quality Management:
- Develops, implements, and manages the quality assurance (QA) and quality improvement (QI) programs for Collier County EMS.
- Utilizes data analysis to track key performance indicators related to clinical outcomes, patient safety, and system efficiency to support quality improvement initiatives.
- Coordinates with the Office of the Medical Director to train and remediate personnel, develops and implements corrective action plans, training outlines, and benchmark objectives to ensure clinical proficiency.
- Investigates patient complaints, protocol deviations, and clinical errors; creates quality improvement plans and corrective action plans; approves employee remediation plan and training requirements.
- Performs systematic audits of clinical processes, procedures, and equipment to ensure adherence to industry best practices; conducts routine inspections to assure that required equipment, supplies and staff credentials are compliant with State requirements; reports on areas of non-compliance and takes corrective action as needed.
As assigned to Research & Development:
- Develops, implements, and manages clinical research and development programs for Collier County EMS.
- Coordinates with the Office of the Medical Director to determine clinical performance standards, creates key performance indicators, implements performance metrics, monitors and reports performance results, recommends improvement strategies.
- Oversee the planning, execution, and assessment of clinical programs and research studies within the EMS Division; works with external partners on clinical trials.
- Implements data collection methods, both internal and external, including patient feedback scorecards to assess customer satisfaction and treatment proficiency.
- Evaluates key indicators such as patient outcomes, protocol compliance, and on-scene efficiency to guide research initiatives and enhance EMS service delivery.
- Identifies opportunities for grant funding, prepares and recommends grant applications.
- Remains up to date on EMS innovations and advancements in medical equipment, treatment protocols, and technologies; prepares and recommends adaptation and implementation strategies.
As assigned to Education:
- Develops, implements, and manages clinical training programs for Collier County EMS.
- Manages and implements quarterly Medical Director Training ensuring compliance with State continuing education requirements and reporting.
- Oversee the delivery of educational sessions, including in-person, online, and hands-on simulation-based training; collaborate with subject matter experts to create specialized training content.
- Manage and track the credentialing process for all EMS staff, ensuring compliance with state, federal, and Division standards; maintain accurate and up-to-date records of provider licenses, certifications, and training rosters; act as the primary point of contact for all training, credentialing, and education-related inquiries.
- Prepare staff for audits and inspections ensuring compliance with the Commission on Accreditation of Ambulance Services (CAAS).
- Oversees trainers, educators, and credentialing specialists, providing guidance, mentoring, and performance evaluations.
- Facilitate meetings, webinars, and training sessions to communicate updates to policies, procedures, and regulations.
- Prepare reports for division management on the status of training programs, credentialing compliance, and staff development initiatives.
ADDITIONAL FUNCTIONS
- Prepares for, attends, and testifies in courtroom hearings and judicial proceedings as required.
- Supervises and attends community special events such as providing blood pressure readings, drowning prevention, bicycle safety, CPR training, and overall Emergency Medical Services education.
- Answers the telephone, provides information, guidance and assistance, takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
- Operates assigned motor vehicle; maintains cleanliness of and fuels vehicle; checks tire inflation and fluid levels; request or schedules services and/or repairs as needed.
- Substitutes for other EMS Clinical Program Managers and/or coworkers during temporary absence as needed.
- Performs other related duties as required.
Minimum Qualifications
- Associate degree in emergency medicine; degree work must include Paramedic curriculum. Bachelor’s degree preferred.
- Five (5) years of progressively responsible supervisory experience in emergency medicine as a Paramedic; prior experience must include at least two (2) years of experience as a Collier County EMS Field Training Officer, EMS Captain, or EMS Captain Intern or equivalent experience at a 911 EMS agency.
- Candidates without a related degree should possess an additional two (2) years of related experience.
- Fingerprinting required.
LICENSES/CERTIFICATES
- Must attain and maintain valid state license as a Paramedic within 60 days of hire.
- Must obtain and maintain County Paramedic credentialing from the EMS Medical Director within six (6) months of hire.
- Must maintain current certifications for Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS).
- Must attain and maintain certifications in Pediatric Advanced Life Support (PALS), and Prehospital Trauma Life Support (PHTLS) or equivalent within 180 days of hire.
- May be required to obtain instructor certifications in any of the above disciplines.
- May be required to attain and maintain other certifications related to position or for specialized areas of assignment.
- Must possess Emergency Vehicle Operator Course (EVOC) certification.
- Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

- Salary offers above the minimum of the pay grade may be considered based on qualifications.
- Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
