The United States Army Intelligence and Security Command (INSCOM) executes mission command of operational intelligence and security forces; conducts, synchronizes and integrates worldwide multi-discipline and all-source intelligence and security operations; and delivers linguist support and intelligence related advanced skills training, acquisition support, logistics, communications and other specialized capabilities in support of Army, Joint and Coalition commands and the U.S. Intelligence Community. This I2TS-Next program position is a vital contributor to INSCOMs ability to connect, deliver and protect globally integrated intelligence enterprise in support of the joint force. The Director of the Program Management Office (PMO) directs, oversees, and synchronizes the PMO to ensure programs and projects meet organization goals and requirements. The Director is responsible for developing and implementing PMO processes and policies, directing project management staff, and working with other corporate leaders and staff. The Director oversees the project management process including governance, team leadership, tracking and monitoring, prioritization, communication, and quality controls. The Director should have a proven track record of successful project delivery, an ability to improve project management practices and substantial team leadership experience with a focus on team development. This position synchronizes the efforts of a multi-functional team of human resources, security, procurement, resource management, quality management, and other professionals. The mission of the Program Management Office (PMO) is to remove the administrative burden from technical managers so they can remain focused on customer support and deliverables. Working with the PM, the PMO ensures projects are executed effectively and efficiently assuring delivery on time and within budget. The PMO is responsible for developing and maintaining high standards to represent the brand to customer and the employees by instituting project management methodologies, standards, and tools. * This is contingent upon contract award * Key Responsibilities Provides leadership in developing the organization's functional staff as well as Project Managers and Site leads. Synchronizes the efforts of the multi-functional staff to meet evolving requirements and new challenges. Responsible to make sure that business priorities are being advanced, and resources are in place to meet objectives. Responsible for establishing long-term strategic goals and plans to meet those goals for the PMO. Providing support to Project Managers/Scrum Leads on the execution and delivery of waterfall/agile projects within agreed timescales to Time, Cost and Quality Talent Acquisition, On & off boarding etc. Subcontract performance monitoring Issue Tracking and Resolution Other duties as assigned by the Program Director/Manager or business unit leadership. Required Qualifications Master’s degree, with 10( ) years of project management experience or Bachelor’s degree with 15( ) years of project management experience preferred. 10 years of progressive, cross organizational program management experience managing highly visible, large-scale, strategic initiatives. TS/SCI Security Clearance Candidates that do not meet the required qualifications will not be considered. Additional Minimum Qualifications A passion for team mentorship, employee development and building a team culture based on delivering results at speed while having fun. Experience with PMO portfolio management, framework and standards development. Experience in working and building trusted relationships with executive leaders including C level management. Excellent interpersonal skills with the ability to interact and influence at all levels of the organization including executive leadership, cross-functional teams and third parties. Expert‐level knowledge of project and change management, methodologies, techniques, processes (e.g., Project and Portfolio Management Methodology – PPM). Budget, cost and profitability management skills. Knowledge of resource management tools. Ability to influence without authority. Flexible, adaptable and resourceful when managing changing timelines and multiple deliverables. Demonstrated leadership ability to establish and manage a high‐performance team. Motivated to build relationships at executive levels with technology, solutions, customers and vendor groups.
