Position Summary
The Executive Director (ED) is the chief executive and administrative leader of the Cody Council on Aging. The ED is responsible for strategic leadership, program oversight, financial stewardship, fundraising and grant management, community partnerships, and regulatory compliance. The ED executes the organization's mission through effective management of staff, volunteers, contracts, facilities, and resources, and serves as the primary liaison to the Board of Directors.
Essential Duties and Responsibilities
Leadership and Strategy
Serve as the primary staff liaison to the Board of Directors.
Lead execution of CCOA's mission, and annual goals in partnership with the Board.
Provide organizational leadership, set performance expectations, and build a culture of accountability, service excellence, and teamwork.
Identify emerging community needs and recommend program innovations aligned with older adult services.
Financial Management and Internal Controls
Develop, manage, and monitor the annual budget; ensure sound financial planning and forecasting.
Oversee accounting processes, internal controls, purchasing, receivables/payables, and payroll coordination.
Provide timely, accurate operational and financial reporting to support Board oversight.
Ensure compliance with funding requirements, audits, tax filings, and contractual obligations (in coordination with CPA/bookkeeper and Board Treasurer).
Fundraising, Grants, and Resource Development
- Identify grant opportunities; oversee grant writing, submission, reporting, and compliance.
(Grant examples include Park County, Title III, WYDOT, City of Cody)
Program and Service
Ensure effective delivery and quality control of CCOA services (e.g., nutrition/meal programs, transportation, wellness/activities, case assistance, and outreach.
Establish program performance measures and track outcomes, participation, and impact.
Ensure services are delivered in a safe, respectful, and client-centered manner consistent with organizational standards and applicable regulations. (OSHA)
Human Resources and Personnel Management
Recruit, hire, train, supervise, and evaluate staff; provide coaching and performance management.
Ensure compliance with personnel policies (HIPPA/ADA), workplace safety and drug and alcohol testing requirements.
Support scheduling, coverage planning, and cross-training of staff.
Lead volunteer program oversight in coordination with designated staff/volunteer coordinators.
Operations, Facilities, and Risk Management
Oversee day-to-day operations, including facility management, vendor relationships, equipment, and supplies.
Implement risk management practices (incident reporting, safety protocols, insurance coordination, and emergency preparedness).
Ensure compliance with applicable federal, state, and local requirements (including food safety rules where relevant, confidentiality, and nondiscrimination standards).
Community Relations and Advocacy
Strengthen partnerships with local healthcare providers, nonprofits, government agencies, and businesses to expand support and services.
Promote CCOA programs through outreach, public speaking, and collaboration.
Additional Duties
- Perform other duties as assigned by the Board of Directors consistent with the role.
Required Qualifications
Bachelor's degree in nonprofit management, public administration, social services, business, or a related field (or equivalent combination of education and experience).
Minimum 3 years of progressively responsible leadership/management experience (nonprofit, government, healthcare, senior services, or related setting preferred).
Demonstrated experience in budgeting/financial oversight and organizational operations.
Strong written and verbal communication skills, including board-level reporting.
Valid driver's license and ability to travel locally as needed.
Preferred Qualifications
- Experience with older adults and/or people with disabilities, community-based programs,
or public benefits navigation.
Grant management and fundraising experience, including reporting and compliance.
Experience supervising staff and volunteers.
Familiarity with Wyoming nonprofit environment and community partnerships.
Knowledge, Skills, and Competencies

Financial literacy and ability to interpret financial statements, budgets, and cash-flow needs.
Compliance mindset: contracts, grants, audits, confidentiality, and internal controls.
Relationship-building with board members, donors, partners, and community stakeholders.

Proficiency with standard office technology (email, Microsoft Office/Excel, and website management.
Physical Requirements and Work Environment
Work is performed in an office and community setting; occasional work in program areas (e.g., dining/activities) may be required.
Must be able to sit/stand for extended periods and occasionally lift/carry up to 25pounds.
Background and Compliance Requirements
Successful completion of background check and driving record check.
Ability to maintain confidentiality and comply with all organizational policies and applicable laws.
